French probe alleges 2 million PSA cars had engine cheats

PARIS — A French investigation into alleged emissions cheating by PSA Group found that suspect software had been used on almost 2 million vehicles sold by the maker of Peugeot and Citroen cars, Le Monde reported on Friday. Paris-based PSA denies any use of fraudulent engine software, a spokesman said in response to the newspaper report, which sent PSA shares sharply lower. The stock was down 4.4 percent at 17.78 euros as of 1019 GMT. So-called "defeat devices" restrict exhaust output of toxic nitrogen oxides (NOx) under regulatory test conditions while letting emissions far exceed legal limits in real-world driving. In February, PSA became the fourth carmaker to be referred to French prosecutors by the country's DGCCRF watchdog over suspected emissions test-cheating, after Volkswagen, Renault and Fiat Chrysler. PSA's engineering chief acknowledged at the time that emissions treatment in the group's diesels was deliberately reduced at higher temperatures to improve fuel efficiency and carbon dioxide (CO2) emissions in out-of-town driving, where NOx output is considered less critical. According to Le Monde, an internal PSA document obtained by DGCCRF investigators includes discussion of the need to "make the 'defeat device' aspect less obvious and visible." However PSA insists there is nothing fraudulent or illegal about its engine calibrations. "PSA denies any fraud and firmly reaffirms the pertinence of its technology decisions," the company said on Friday. Volkswagen completes design work on new EV platform

Volkswagen has completed the design work for its modular, MEB platform that's geared specifically for electric-vehicle production, Automotive News Europe says, citing comments Volkswagen development head Frank Welsch made at CES in Las Vegas last week. Additionally, VW's Skoda and Seat divisions may use that platform for their own plug-in vehicle models. VW's Audi division is also considering employing the platform, though adoption by Volkswagen's Porsche unit is unlikely. VW expects to start selling its first model specifically designed as an EV (i.e., not converted from existing conventional models such as the Golf and Up!) by 2020. Welsch added that the MEB platform may be used as a base for updated electrified versions of Golf, Tiguan, and Passat. Meanwhile, Skoda will debut as many as five plug-in models by 2025. Europe's largest automaker is looking to further distance itself from the 2015 scandal that involved software that cheats diesel-emissions testing efforts and has cost the company more than $15 billion in US settlements alone. All told, VW and its divisions expect to debut as many as 30 plug-in vehicle models within the next decade. Volkswagen unveiled its I.D. concept vehicle, which is based on the MEB platform and looks somewhat like the BMW i3 electric-vehicle model, at last year's Paris Motor Show. VW said at the time that the vehicle could go as far as 373 miles on a single charge. Additionally, VW will show off an electric SUV concept model at this year's Shanghai Auto Show, and is unveiling a microbus version of the I.D. concept at the Detroit Auto Show this month. VW planning 20 new plug-in models for China

With just about everything getting super-sized for China, Volkswagen is following suit with its plug-in vehicle plans for the world's most populous country. VW, Europe's largest carmaker, is looking to sell more than 20 different plug-in models in China within the next four years, Reuters says, citing comments Volkswagen Group China head Jochem Heizmann made in Shanghai. The company is hoping that translates to sales of more than 100,000 plug-ins in China by the end of the decade. Go big or go home, right? There's a huge plug-in vehicle opportunity in China, especially given the bad pollution situation in cities like Beijing and Shanghai and the Chinese government's incentives for plug-in vehicle buyers. Volkswagen CEO Martin Winterkorn said at the Beijing Motor Show this spring that the company would spend $25 billion on at least a half-dozen plug-in models for China by 2018. VW will start selling the e-Golf in China this year and the Golf GTE plug-in hybrid in 2015. VW said in August that it would start selling the e-Golf in the US for about $35,500 in November. That's a $6,500 price hike from the base Nissan Leaf.
