Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." Italian investigators search Lambo headquarters in VW probe

Italian investigators searched Lamborghini headquarters on Oct. 15 to look for evidence of managers' involvement in Volkswagen's emissions cheating. VW's main office in Verona was also inspected, according to Reuters. Lamborghini is owned by Volkswagen, and Lambo in turn is listed as the owner of VW Group Italia. Authorities wanted to find out if employees were conscious that the vehicles were skirting emissions rules. "It is one thing if I sell water and pretend it's wine, but if I sell water believing it is wine it's different." Verona chief prosecutor Mario Giulio Schinaia said to Reuters. Italian newspaper Gazetta del Sud reported that several managers in Italy were under investigation for alleged fraud. Prosecutors in Germany have also been rigorously investigating VW, and they recently staged a similar raid on the company's headquarters in Wolfsburg, Germany. The automaker reportedly turned over documents and other data relating to the software defeat device. Meanwhile, VW's internal investigation has turned up little wrongdoing, though a recent leak suggested otherwise, and at least 30 managers could have known about the defeat device. The automaker has disputed that figure. Volkswagen of America CEO Michael Horn testified before Congress that he believed only a few individuals were involved. The situation hasn't been easy on VW in the US, either. The Department of Justice has also been pursuing an investigation into the automaker. Plus, state attorneys general are filing lawsuits against the company for defrauding customers. VW has until Nov. 20 to explain a repair for the problem to the California Air Resources Board. VW issues orders for police version of e-Golf

If the Toyota Prius could be used (in fiction, anyway) as a quiet way to do a drive-by shooting, then a pure electric vehicle should have some silent benefits for the police. It's happening in the real world thanks to the new police-spec VW e-Golf. On display at an international police equipment conference in Germany this week (the Internationalen Fachmesse fur Polizeiausrustung), the 5-0-ready EV has a special paint job as well as the required top lights and digital communications gear. VW says the special e-Golf also stands ready to serve the mission of emissions reduction. The powertrain is the same as what you'll find in the civilian e-Golf, which means an 85-kW electric motor that can zip up to 62 miles per hour in 10.4 seconds and a li-ion battery that provides something between 80 and 118 miles of range. We imagine using this little car for a high-speed car chase will shrink that down a bit. Fachbesucher finden den Volkswagen Messestand in der Halle 1, Stand H02. Der e-Golf uberzeugt mit einem wegweisend niedrigen Verbrauch von 12,7 kWh/100 km. Der Elektromotor leistet 85 kW/115 PS und entwickelt aus dem Stand maximal 270 Nm Drehmoment. In 4,2 Sekunden werden 60 km/h erreicht, nach 10,4 Sekunden 100 km/h. Die Reichweite liegt je nach Streckenprofil, Fahrweise, Einsatz von Komfort- und Nebenverbrauchern sowie Zuladung zwischen 130 und 190 Kilometern.
