Germany is finally getting serious about self-driving cars

Germany cleared the way for its giant automotive industry to develop and test self-driving cars, when the upper house of its parliament approved on Friday a law setting out the conditions under which they could take to German roads. Under the law, first mooted by Chancellor Angela Merkel last year, a driver must be sitting behind the wheel at all times ready to take back control if prompted to do so by the autonomous vehicle. Germany is home to some of the world's largest car companies, including Volkswagen, Daimler and BMW, all of which are investing heavily in a technology seen by transport minister Alexander Dobrindt as the "greatest mobility revolution since the invention of the car." That's not to say that German automakers have been standing still in the face of autonomous technology. VW recently outlined its vision for autonomous vehicles. BMW has already demonstrated self-driving vehicles in the United States, and Mercedes-Benz has partnered up with German auto supplier Bosch on autonomous technology. The new legislation allows German car companies to road-test vehicles in which drivers will be allowed to take their hands off the wheel and their eyes off the road to browse the web or check e-mails while the vehicle handles steering or braking autonomously. The legislation requires that a black box record the journey underway, logging whether the human driver or the car's self-piloting system was in charge at all moments of the ride. This will be crucial for apportioning blame in accidents. The driver will bear responsibility for accidents that take place under his or her watch, under the legislation, but if the self-driving system is in charge and a system failure is to blame, the manufacturer will be responsible. The law will be revised in two years' time in the light of technological developments, with data protection and the use of the data collected during rides a key point that has yet to be fully addressed. Companies around the globe are working on prototypes for self-driving vehicles, but such cars are not expected to be available for the mass market before 2020. 2015 VW Passat Limited Edition priced from $23,995*

Volkswagen is doing some rearranging of its lineup for the Passat sedan, ditching a pair of trims on the entry level, 1.8-liter, turbocharged four-cylinder and replacing them with a new Limited Edition trim level. Gone are the Wolfsburg and SE trims from model year 2014, which rung up at $24,375 and $26,280, respectively. The new Limited Edition will start at $23,995, not including $820 in destination charging. According to VW, the new trim level packages $2,755 of extras over the base Passat S, but only demands an extra $1,555 of cash. Not a bad bargain, particularly as the Limited Edition adds some desirable features. An intelligent key with push-button start, 17-inch alloy wheels, a rear-view camera, heated leatherette seats with power controls on the driver's side and a touchscreen radio with an eight-speaker stereo, along with a few lesser options, like fog lights, chrome window trim and a leather-wrapped steering wheel. Beyond the new list of standard equipment, this is still the same competent German sedan. The 1.8-liter, turbocharged four-cylinder is paired up with a smooth shifting six-speed automatic, as with other trim levels. VW invests in QuantumScape for potentially fireproof, long-range EV batteries

VW might be getting ready to push its plug-in technology in a big way thanks to an investment in the battery startup QuantumScape. Key point: the solid-state battery is said to be fireproof and will offer tremendous range advantages. Details are not abundant yet, but according to Bloomberg, VW of America bought a five-percent stake in QuantumScape (and has an option to raise its holding). The tech could "more than triple" the EV range of VW, Porsche and Audi plug-in vehicles as soon as the middle of 2015, according to unnamed sources that Bloomberg talked to. Former Stanford University researchers started QuantumScape in 2010. The bare-bones QuantumScape website (there's nothing there other than some contact information) doesn't offer many hints about what's happening at the company, but GigaOM's Katie Fehrenbacher notes that QuantumScape is licensing tech from the "All Electron Battery" project at Stanford a few years ago. It certainly sounds amazing: [It's] a completely new class of electrical energy storage devices for electric vehicles that has the potential to provide ultra-high energy and power densities, while enabling extremely high cycle life. The All-Electron Battery stores energy by moving electrons, rather than ions, and uses electron/hole redox instead of capacitive polarization of a double-layer. ... If successful, this project will develop a completely new paradigm in energy storage for electrified vehicles that could revolutionize the electric vehicle industry.
