    Mitsubishi hopes to launch a new vehicle badged as the Evo based on the Concept XR-PHEV II. Mitsubishi President and COO Tetsuro Aikawa tells Autocar the new vehicle will share characteristics with the outgoing Lancer Evolution loved by enthusiasts, but will feature a plug-in hybrid powertrain in the body of a compact crossover. "In Japanese, when you pronounce 'Oh,' it means 'king,'" says Aikawa. "So we would like to launch this type of car, featuring EV and PHEV technology, which is the ultimate of its kind. 'EV' for electric vehicle, 'O' for king - Evo." The Mitsu boss also envisions the four-wheel-drive Evo to be "light and fast - something performance-oriented." Within two years, the city will have 40 electric buses in operation, and will phase out the rest of the diesel fleet in the following years. "This project means we are saying goodbye to symbolic behavior and pilot projects," says transport alderman Abdeluheb Choho. "We have decided to just do it, not to experiment with five buses." Read more at Clean Technica. BMW and General Motors are both listed in the top five US organizations generating and using green energy onsite. In an EPA list, BMW's Spartanburg, South Carolina manufacturing facility is number four, with credit going to its use of landfill gas. In 2013, 69,383,477 kWh - or 37 percent of its total usage - came from green energy. GM's Fort Wayne Assembly was number five, with 43 percent of its power coming from methane from a nearby landfill. Volkwsagen also made the Top 30 list, at number 15, for its Chattanooga assembly plant's use of solar power. See the EPA's full list, and read more at Green Car Congress. Volkswagen will release its 2014 sustainability report on Twitter on Monday, May 4. It will be the first step in using the social medium to distribute information on economic, environmental and social sustainability to a larger audience. The report will include a section called "Electrifying China with a tailor-made efficiency strategy," which focuses on reducing CO2 emissions through the use of electric vehicles.     The J.D. Power 2023 U.S. Electric Vehicle Experience (EVX) Ownership Study is out, and there's change at the top. With the swelling adoption of electric vehicles in the U.S. over in the past two years especially, the third year of the EVX study changes focus to first-time EV buyers. Those two factors encouraged change at the top of both premium and mass-market segments. Among premium EVs, the Rivian R1T pickup scored overall victory in its first year of eligibility with a satisfaction score of 794 out of 1,000. The Tesla Model 3 takes second place with 759 points. Tesla had won the top two premium spots in the study in 2021 and in 2022. The average score in the premium segment was 756. The Tesla Model Y (754), Audi E-Tron (735), and Polestar 2 (724) filled out the list of the five eligible models this year. Among the ten eligible mass-market vehicles, the Mini Cooper Electric nabbed the overall win by scoring 782. The Kia EV6 came second with 762 points, keeping Kia in the top two; the Kia Niro EV won the mass-market segment the previous two years. The Ford Mustang Mach-E (742), Hyundai Ioniq 5 (738), and Volkswagen ID.4 (735) completed the top five, the Niro EV (733) in sixth. All were above the segment average of 730. The four models fell below the segment average were the Ford F-150 Lightning (723), Chevrolet Bolt EUV (716), Chevrolet Bolt (711), and Nissan Leaf (698). How are the scores derived? J.D. Power worked with EV app maker and research firm PlugShare to get owner responses in ten areas: accuracy of stated battery range; availability of public charging stations; battery range; cost of ownership; driving enjoyment; ease of charging at home; interior and exterior styling; safety and technology features; service experience; and vehicle quality and reliability. Brent Gruber, executive director of the EV practice at J.D. Power, said, "Recent vehicle launches from both new brands and traditional automakers have had a profound effect on what factors are most important in the ownership experience. Today’s EV owners are looking for quality, reliability, driving enjoyment, safety and technology features." The Mini, in fact, scored highest of any premium and mass-market EV in the studyÂ’s highest-weighted index factor, quality and reliability.

    U.S. Environmental Protection Agency Administrator Scott Pruitt gave Reuters a wide-ranging interview on Monday at his office in Washington, discussing issues from climate science to automobile emissions. The following is a full transcript of the interview: REUTERS: You have said the EPA will focus on a "Back to Basics" approach under your leadership. What does this mean for how EPA enforces polluters? You have been critical of the idea of regulation by enforcement. PRUITT: I think what I'm speaking about, there is a consent decree approach to enforcement, where you use judicial proceedings to actually engage in regulation. Enforcement should be about existing regulations that you're actually enforcing against someone who may be violating that, very much in the prosecutorial manner. As attorney general [in Oklahoma], I lived that. There was a grand jury that I led. Being a prosecutor, I understand very much the importance of prioritization, of enforcing the rule of law, of addressing bad actors. That's something we are going to do in a meaningful way across the broad spectrum of cases, whether it is in the office of air or the Superfund area, or otherwise. REUTERS: Do you want to see states play a bigger role in enforcing polluters, even though some have less of a capacity to do so – financially and personnel wise? PRUITT: I think the state's role is really, when you look at this office working with states, it should be how do we assist, how do we engage in compliance and assistance with states. The office [at EPA that deals with enforcement] is called OECA, the Office of Enforcement, Compliance and Assistance, so those are the tools we have in the toolbox to achieve better outcomes. So what we ought to be doing is working proactively with state DEQs [Departments of Environmental Quality] to get their state implementation plans [for federal regulations] timely submitted, provide assistance and technical support, drive a draft of state implementation plans, and then actually work with them on how to achieve through those plans better outcomes and air and water quality. As far as enforcement is concerned, we will actually work with states. We actually did that recently with Colorado. There was an oil and gas company that was emitting some 3,000 tons, is that what it was, it was quite a bit of ... it was an ozone case. In any event, we joined with Colorado in that prosecution. So sometimes states will do it, sometimes we will join with them.
