US prepares to sue Fiat Chrysler over diesel emissions testing

NEW YORK - The Justice Department plans to file a civil lawsuit against Fiat Chrysler Automobiles NV over excess diesel emissions as early as this week if no agreement is reached with the Italian-American automaker, two sources briefed on the matter said on Wednesday. The Environmental Protection Agency in January accused FCA of illegally using undisclosed software to allow excess diesel emissions in about 104,000 cars and SUVs, the result of a probe that stemmed from regulators' investigation of rival Volkswagen AG. The EPA and California Air Resources Board have been in talks with FCA about the excess emissions and whether the agencies would approve the sale of 2017 FCA diesel models. A federal judge in California has set a May 24 hearing on a series of lawsuits filed by owners of vehicles against Fiat Chrysler and the Justice Department is expected to file its action by then if no agreement is reached. FCA said on Wednesday it believed that any litigation would be "counterproductive" to ongoing discussions with the EPA and California Air Resources Board. The company added that "in the case of any litigation, FCA US will defend itself vigorously, particularly against any claims that the company deliberately installed defeat devices to cheat U.S. emissions tests." The Justice Department took the same procedural step in early 2016 against Volkswagen, nearly four months after the German company admitted using software to emit excess diesel emissions in nearly 500,000 vehicles. The Justice Department has had an ongoing criminal investigation into FCA's conduct since last year, Reuters reported in January. The probe has turned up internal emails written in Italian and other documents about engine development and emissions issues, sources briefed on the probe said. U.S. regulators said FCA failed to disclose engine management software in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks with 3.0-liter diesel engines. The European Commission has launched legal action against Italy for failing to respond to allegations of emission-test cheating by Fiat Chrysler in a procedure that could lead to the country being taken to court. The EPA has said the maximum possible fine against FCA could be $4.6 billion. In February, FCA said it had received requests for information and subpoenas from U.S. federal and state authorities, including the Securities and Exchange Commission, for diesel issues.

Volkswagen might cut 40 models across brands to save cash

Volkswagen once set out to pass Toyota and General Motors and become the largest automaker in the world. Following months of fallout from the diesel emissions scandal, the manufacturer is rumored to be dropping around 40 models from its company-wide lineup. According to German business and finance publication Handelsblatt, the Volkswagen Group is looking to slim down and remove a number of low-volume vehicles from various lineups. The company currently sells around 340 models across brands that include Audi, Lamborghini, and Bentley. Volkswagen is refusing to comment, but Handelsblatt claims to have sources within the company. Last week, Volkswagen Group CEO Matthias Muller announced a new strategy for the company that includes a major focus on electric vehicles and new technology services. During his announcement, Muller said the company would be cutting a number of models, but at the time no numbers, models, or brands were discussed. Despite comments to the contrary, rumors have persisted since late last year that Volkswagen was looking to sell commercial truck and bus manufacturer MAN. Volkswagen owns truck and bus manufacturer Scania, so even if it dropped MAN, the company would still have a foothold within the bus and truck market. There is also talk of the company selling Italian motorcycle manufacturer Ducati, which Volkswagen acquired via Audi in 2012. The company's image has taken a huge hit in the wake of the diesel scandal. Volkswagen has set aside cash in order to pay fines and may be looking to sell these several subsidiaries and cut low-volume models in order offset the costs. Despite the scandal, the company led worldwide sales in the first quarter of 2016. The same was true in 2015, but sales tanked at the end of the year following the diesel revelations. Small 3-row crossover SUVs specifications compared on paper

There's no shortage of three-row vehicles on the market for carrying seven or more people and their stuff wherever they all need to go. Just about every car company has at least one large crossover or traditional SUV with three rows of seats, and there are still plenty of minivans to pick from. But most of these vehicles are large, pricey, and frequently thirsty. Fortunately, there are still a handful of smaller crossovers that deliver 7-passenger capability in a smaller, cheaper package. We've gathered four of the small three-row set here to compare them based on space, power, fuel economy, pricing, and more. They include the very old Dodge Journey, the slightly less old Mitsubishi Outlander and Kia Sorento, and the relatively new Volkswagen Tiguan. Engines, transmissions and performance Interestingly, three of the four crossovers here utilize similar engines for their four-cylinder offerings. The Dodge, Kia and Mitsubishi all feature naturally aspirated 2.4-liter four-cylinder engines. Only the Volkswagen Tiguan chooses turbocharging and a smaller 2.0-liter displacement. But because of its turbocharger, the Tiguan's four-cylinder is easily the most potent, making a healthy 221 pound-feet of torque, which is more than 40 more than the Sorento, the crossover with the next most torque. The VW is also second-most powerful, just one horse behind the Sorento. The Outlander is the least powerful in the four-cylinder class. The Journey is only barely better, but it will probably feel as slow or worse thanks to its ancient 4-speed automatic. The four-cylinder Sorento and Outlander each have 6-speed automatic transmissions, and the VW has an 8-speed. The Sorento with a V6 has an 8-speed, too. View 17 Photos Moving up to the V6 class, the Outlander is once again at the bottom. It actually makes less torque than the turbo VW Tiguan. The Journey and Sorento are almost perfectly matched. The Journey makes a bit more torque; the Sorento makes a bit more power. The Journey also gets upgraded to a 6-speed automatic. Another powertrain consideration to bare in mind is whether all-wheel-drive is necessary.
