Recharge Wrap-up: Zero takes electric motorcycles to cop expos, Chevy Volt powers dealership's Internet

Zero Motorcycles will be at three law enforcement conferences this month, including COPSWEST Training and Expo, Los Angeles County Sheriff's Department Law Enforcement Vehicle Test and Emergency Vehicle Product Expo and International Association of Chiefs of Police Expo. Zero will display its recently debuted 2015 line of electric motorcycles at the events including the new FXP, a police-duty version of it FX "Stealthfighter." Volkswagen Group CEO Martin Winterkorn told European regulators that more stringent emissions standards too soon will be a major problem for automakers. He says that such moves could prove "fatal" for an auto industry that is still working to develop cleaner vehicles. "Every gram of CO2 that we save in our European fleet costs our group almost 100 million euros," says Winterkorn, "100 million that we have to invest in advance, without knowing when these investments pay off." When a Detroit Chevrolet dealership lost its Internet connection, it turned to one of its Chevy Volts for a temporary fix. After the regular connection at Buff Whelan Chevrolet went down, it plugged in a Volt showroom model equipped with 4G LTE, and used its connection to resume business. The car can handle up to seven connected devices, so the team used a Malibu to connect the rest of its computers. When a customer asked why the Volt was on, the team explained the whole situation, leading to one impressed customer. Read more at Automotive News. VW makes $9.2B offer for rest of truckmaker Scania

Volkswagen owns or has controlling interests in three commercial truck operations: besides its own, VW began buying shares in Sweden's Scania in 2000 and now controls 89.2 percent of its shares and 62.6 percent of its capital, then bought into Germany's Man in 2006 - in order to prevent Man from trying to take over Scania - and now owns 75 percent of it. The car company has managed to work out 200 million euros in savings, but believes it can unlock a total of 650 million euros in savings if it takes outright control of Scania and can spread more common parts among the three divisions.
It has proposed a 6.7-billion-euro ($9.2 billion) buyout, but according to a Bloomberg report, Scania's minority investors don't appear inclined to the deal. Although effectively controlled by VW, Scania is an independently-listed Swedish company, and a profitable one at that: in the January-September 2013 period its operating profit was 9.4 percent compared to Man's 0.4 percent. Some of the other shareholders believe that Scania is better off on its own and will not approve the deal, some have asked an auditor to look into the potential conflict of interest between VW and Man, while some are willing to examine the deal and "make an evaluation based on what a long-term owner finds is good," which might not be just "the stock market price plus a few percent." The buyout will only be official assuming VW can reach the 90-percent share threshold that Swedish law mandates for a squeeze-out.
Many of the arguments against boil down to investors believing that Scania's Swedishness and unique offerings are what keep it profitable, and ownership by the German car company will kill that. (Have we heard that somewhere before?) If Volkswagen can buy that additional 0.8-percent share in Scania, perhaps its buyout wrangling with Man will give it an idea of what it's in for: "dozens" of minority investors in the German truckmaker have filed cases against VW, seeking higher prices for their shares. It is likely only to delay the inevitable, though. If VW is really going to compete with Daimler and Volvo in the truck market, it has to get the size, clout and savings to do so.

Volkswagen Golf R 400 Concept still makes us swoon

We know, we know – this hot little guy isn't really new or anything. Volkswagen first rolled out the Golf R 400 concept in Beijing earlier this year, and since its debut, we've heard rumors that the German automaker might-perhaps-maybe-hopefully build the thing. Its showing here in Los Angeles simply marks the first time it's debuting in America, and honestly, we can't get enough. So here it is, again. Hello, Golf R 400 – we love you. And what's not to love? What starts as a normal Golf R gets better with a more aggressive appearance, big wheels, some tasteful neon yellow accents, and a whole mess of power. The original concept packed 395 horsepower from an overblown 2.0-liter turbo-four, though the most recent reports suggest a production version could produce over 400 hp. To keep it all in line, the concept has all-wheel drive. And inside, it's the same functional, comfortable Golf we've always loved. There's nothing left to say, really.
