Volkswagen considering a four-door, four-seat XL1

According to a report in Autocar, Volkswagen might have more in mind for the XL1 than mining it for advances to grace the next-generation Golf. Aiming to fight the Honda FCEV due for public consumption next year, we're told VW executives have put a four-door, four-seater version of the XL1 - it could be called XL2 - on the drawing board. The impetus is said to come from the top, with VW Group chairman Ferdinand Piëch intent on staying in the deep end of "super-efficent vehicles."
Autocar suspects the necessary changes could raise the weight of the car from 1,749 pounds to 2,068 pounds, which would make it four pounds less than the 2,072-pound Up! we drove a few years ago. Crucially, however, the mag thinks the extra capacity wouldn't change the two-seater's 310-mile-per-gallon rating, with tech tweaks and the aerodynamic benefit of a longer car offsetting the weight. Speculation is that the back seats would be staggered like the fronts in order to maintain the XL1's overall profile.
We recently heard about another XL1 variant that's gone off the radar entirely, the Ducati-engined XLR that we thought we'd see at the Geneva Motor Show and that was said to be going into production, so this one could go the same way. The biggest hurdle to making such an idea a reality, though, could be the price: the current XL1 costs 110,000 euros ($146,116). If VW really is going to compete with the Honda FCEV and the Toyota FCV - $70,000 in Japan - that might be where it wants to start.

BMW names new CEO, chairman and head of development

Big changes are afoot in the top ranks at BMW, as the Bavarian automaker has announced not just one, but several appointments in the top floors of its towering headquarters in Munich in what the company itself is referring as "a generational change" in its leadership. The biggest change relates to the chairman of BMW's management board – German-speak for the company's chief executive officer. Effective at the end of the company's Annual General Meeting on May 13, 2015, the company will be run by Harald Kruger. The 49-year-old mechanical engineer has been with BMW since 1992 and has sat on its board since 2008, and has until now been responsible for production for the entire BMW Group. The chairmanship of the board of management currently belongs to Dr. Norbert Reithofer, whom the management is endorsing to chair the supervisory board (which Americans might call the board of directors). That role in turn is currently held by Professor Joachim Milberg, who will step down from his position in order to make way for Reithofer to take his place. Milberg is earmarked to remain with the company to oversee its corporate social responsibility and charitable activities. BMW has also announced the appointment of Klaus Frohlich to serve as its head of development with immediate effect. In his new capacity, Frohlich replaces Dr. Herbert Diess, who in turn has left Munich to take over the Volkswagen passenger car division. Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.
