The Biofuel Infrastructure Partnership will provide grant funding to 21 states to help improve consumers' access to renewable fuels. Tom Vilsack, Secretary of the US Department of Agriculture announced the funding, which will help retailers purchase and install the equipment necessary to dispense fuels like E85 and other higher ethanol blends. Groups such as the American Coalition for Ethanol, Growth Energy, Prime the Pump, and the Renewable Fuels Association came forward to applaud the announcement. "This assistance in building out retail infrastructure is not only good for the American farmer but it is also great for the American motorist who will now have more opportunities to buy higher octane fuel at a lower cost," says Prime the Pump Chairman Ray Defenbaugh. Read more from Domestic Fuel. Volkswagen has reduced resource consumption of its vehicle production by 24.3 percent since 2011. As part of its "Think Blue. Factory." program, the automaker has implemented a series of environmental efforts (a number VW puts at 3,400 measures) at its factories worldwide. BAIC has opened an electric vehicle research and development center in California's Silicon Valley. The Chinese automaker's first overseas R&D facility, it opened under BAIC's subsidiary, Beijing Electric Vehicle Co. (BJEV), and is affiliated with the Beijing New Engineering Research Institute. The center will be responsible for the research and development of three to four new models per year, as BJEV intends to bring a complete lineup of EVs to market. Co-CEO of Zap and CEO of Jonway Autos, Wang "Alex" Gang is providing $10 million in funding to the two companies in order to meet electric minivan orders. Zap/Jonway have taken down payments from Dongfeng to supply 11,000 of the EVs by the Chinese New Year (February 8) of 2016. VW could fight Uber Black with Porsche and Audi vehicles

Last week, the Volkswagen group dumped $300 million into Gett, a taxi hailing-cum-ride sharing app that's big outside of the US. Now, the company has revealed that it's pondering a rival to Uber Black by offering private drivers access to its higher-end vehicles. Details are scarce since it's a single line reference in a very long press release, but VW says that it's looking at a "special chauffeur service" that features "premium brands, such as Audi and Porsche." What that looks like in reality is anyone's guess, although the idea of getting ferried around in an Audi RS 7 does have some appeal. The deal with Gett will concentrate on getting Volkswagen cars into the hands of Gett's drivers with the promise of juicy discounts. For instance, the firm will offer a special package that'll bundle car insurance and servicing with the purchase price, which can be paid by a would-be operator in installments. It's a similar deal to the one that Uber offers would-be drivers, letting them buy cars from manufacturers like Volkswagen, Ford and Toyota at a discount. Uber, however, also lets prospective cabbies rent their vehicle on a monthly basis, thanks to a deal with Enterprise. Both of which will likely become more muscular now that Uber has a further $3.5 billion in its back pocket. The troubling fact for the auto industry is that people will still need cars, but it's likely that they won't need as many as they do right now. On-demand services and self-driving vehicles are, after all, intended to shuttle around cities like an ersatz taxi-cum-metro system rather than sitting in parking lots. The concepts of ownership that we currently hold dear (and the profits that car companies get from them) are likely to fade away in the next, say, fifty years time. As such, conglomerates like VW will have to reinvent themselves as both manufacturer and transport company in one. But these changes are never easy, especially when the biggest car firms have tons of baggage that slows down their progress. Many are still devoting time and resources to producing thousands of new cars with combustion engines that will be on the roads for years to come. Looming in the shadow, however, is the emissions scandal, with the financial and reputational penalties likely to be felt for years to come. Younger, more nimble rivals without legacy businesses, like Tesla, are working on mass-producing electric cars for mass-market prices.

After decades of penning beautiful machines, Volkswagen Group design boss Walter de Silva will retire at the end of November but will still hold an advisory role. He has led the styling for the automotive giant's brands since 2007. The company's statement didn't announce a successor for him. De Silva began his design career at Fiat in 1972 and led styling at Alfa Romeo from 1986 to 1998. He first joined VW Group with Seat but made a big splash at Audi in 2002. His work there included the sixth-generation A6, A5, and the fantastic R8. Later, he created a great take on the classic Leica M9 camera, too. VW praised de Silva's creation of a design culture that spanned its division but still allowed for creativity within each one. "Walter de Silva epitomizes creativity and the Italian sense of beauty and style on the one hand and thoroughness, a systematic approach and discipline on the other," CEO Matthias Muller said in the announcement. De Silva's retirement could bring a major change in the way VW Group organizes its studios, according to Automotive News. The automaker reportedly wants to cut its annual styling budget and might not seek a replacement for him. Walter Maria de Silva was born in Lecco (Italy) on February 27, 1951 and joined the Volkswagen Group 17 years ago when he became Head of the SEAT Design Centre in 1998. He was put in charge of the design of the Audi brand group, including the brands Audi, Lamborghini and SEAT, in 2002. His new design language with Audi was epitomised by the 6th generation of the Audi A6 and Audi A5 Coupe. He was appointed Head of Group Design at Volkswagen Aktiengesellschaft in 2007. Walter de Silva saw the main focus of his work as design chief in establishing and nurturing a common design culture across all brands, which nevertheless allows each brand to retain a high degree of creative autonomy.
