Recharge Wrap-up: VW CEO mulls battery factory, voters approve $201B in transportation funding

Volkswagen Group CEO Matthias Muller says that it would "make sense" for the automaker to begin producing its own batteries. As the company moves toward electrification, Muller says it would be a smart move to build a battery factory. "If more than a quarter of our cars are to be electronic vehicles in the foreseeable future then we are going to need approximately 3 million batteries a year," he says. Volkswagen has agreed to cut 30,000 jobs in its restructuring, while committing to creating 9,000 jobs in Germany through battery manufacturing and mobility services. Earlier this month, voters in 22 states approved ballot measures adding up to $201 billion in funding for transportation projects, according to the American Road & Transportation Builders Association. California passed 15 transportation measures, including one in Los Angeles worth $120 billion for roads, bridges, and transit. The state of Washington secured $54 billion for light rail and buses. Atlanta approved about $4 billion for road and transit projects. Illinois and New Jersey passed measures to prevent the diversion of transportation user fee revenue to other industries. Read more from ITS International. The US Department of Energy (DOE) must hand over confidential documents about Fisker's bankruptcy. A Delaware federal judge ordered the DOE to give the documents – which concern a presentation by Fisker to the DOE in which it falsely claimed to meet milestones set forth in a government loan – to lawyers in a case in which investors claim Fisker lied to them about financial troubles. While the DOE has given over documents already, they were incomplete and heavily redacted. "I understand that such disclosures may have a negative impact on future DOE analyses," says US District Judge Sue Robinson. "but conclude nonetheless that under the circumstances at bar – the public money at stake, the Congressional hearings, and the fact that Fisker Automotive is now a defunct company – the balance of interests favors plaintiffs." UAW tactics called into question at VW's TN plant

The United Auto Workers is in hot water with some of the very workers it is trying to unionize at Volkswagen's Chattanooga assembly plant. According to The Tennessean, eight Volkswagen factory workers have filed complaints against the UAW with the National Labor Relations Board, claiming the union "misled or coerced" them into formally asking for union representation.
The UAW has instituted a major push at the Chattanooga plant to represent the 2,500 hourly laborers that build the VW Passat by using what's called a card-check process. The tactic is opposed by the National Right to Work Legal Defense foundation, the group representing the workers. The card-check process demands that a company recognize a union that obtains the signatures of more than half its workforce, according to The Tennessean. This tactic is in contrast to the more traditional route, which sees employees vote on union representation.
The workers filing the complaint claim that the UAW told them the cards merely called for a secret ballot, rather than an outright demand for union representation. Workers also allege that the UAW has made it overly difficult to reclaim their signed cards, some of which were signed so long ago that they have been rendered invalid. Although the cards can force a company's hand, federal law still allows the company to ask for a secret ballot before yielding to unionized workers.

Volkswagen bringing new Touran minivan to Geneva

Volkswagen is bringing a wealth of new metal to the Geneva Motor Show this year. Unfortunately little if any of it is ever likely to reach American shores. There's the new Passat Alltrack, the Golf GTD Variant and a trifecta of new vans: the facelifted Caddy, the revised Sharan and this, the new Touran. Smaller than the Sharan, the Touran is Germany's top-selling minivan and boasts over 1.9 million units sold to date. It was introduced to the VW passenger van lineup in 2003 and was replaced in 2010 with an all-new model. What you're looking at here is the third-generation Touran, based on VW's ubiquitous new MQB architecture. Most obvious is the new sheet metal that makes it look sharper and more in step with the rest of the German automaker's lineup compared to the model it replaces. But there's more to the new Touran than its skin. It's also nearly five inches longer, with most of that length added in the wheelbase to give it a more commodious cabin that's also been updated with the latest equipment and offers room for up to seven passengers. Despite the larger size, it's a good 136 pounds lighter than the outgoing model, so it promises better performance in both its driving dynamics and its environmental credentials. Prospective customers (in markets where the Touran is sold) will be able to choose from a range of three gasoline and three diesel engines ranging from 108 horsepower up to 187, burning as much as 19 percent less fuel than the outgoing model's lineup thanks to features like stop/start engine management and brake force regeneration. There's even a sporty R Line package to give it a little visual aggression. For better or worse, though, the US market will almost certainly be left out: reached for comment, our source at VW USA pointed out that the Touran and Sharan aren't big enough to fill the shoes left by the Routan - but that the upcoming three-row crossover will.
