Canada expands cooperation with EPA over VW scandal

It doesn't take much more than a stiff breeze to send some US pollution northward across the 49th parallel. Perhaps that's why the Canadian government says it is standing strong with the US in its continuing investigation of Volkswagen and the allegations and self-reporting that the automaker installed software to try to game emissions regulations. In fact, the Canadian government is going to do its own slate of on-road testing to see how VW diesel engines perform in real-world conditions. Last year, about 1.8 million new light-duty vehicles were sold in Canada, which is about equal to how many were sold in Maryland. That compares to about 17 million new-vehicle sales for the US. But every bit counts when it comes to an increase in potentially harmful emissions, and the Canadian government says it wants to make sure VW's diesel engines are being properly monitored, whether they're sold in Detroit, MI, or across the river in Windsor, Ontario. And that means following up – together – on allegations that Europe's biggest automaker is using so-called "defeat devices" in what it has long called its "clean diesel" engines. The automotive industry continues to be roiled by the VW scandal, in which the automaker said that as many as 11 million of its vehicles may contain software programmed to manipulate emissions-testing procedures. Volkswagen has set aside $7.3 billion to deal with the scandal, while VW CEO Martin Winterkorn was forced to step down after the issue became public. Skoda launching two new CNG-powered vehicles in Europe in June

Skoda's second- and third-ever production compressed natural gas (CNG) vehicles aren't exactly speed burners, but they are efficient. The Czech automaker, which is owned by Volkswagen, will introduce its Octavia G-TEC and Octavia Combi G-TEC models to most of Europe next month. Skoda's first CNG model was the Citigo, which debuted in 2012. The Octavia models will have a turbocharged 1.4-liter engine that will deliver about 109 horsepower. Quickness isn't these cars' virtue, as their 0-60 mile per hour acceleration time will be almost 11 seconds. But they can go as far as 826 miles on their tanks of gas and CNG, enough to go from Prague to Rome in one shot, in case anyone was curious. Or nuts. The move by Skoda makes sense, as the CNG market in Europe has long been far further along than it is on this side of the pond, where CNG has primarily been used to move delivery trucks, but it's now available in pickups form Chrysler, Ford and General Motors as well as passenger cars from Chevy and Honda. The Skoda Citigo has moved almost 2,000 units since its debut, with 1,300 vehicles sold last year alone. That car can go as far as 385 miles on CNG and gasoline combined, which is impressive but not quite as bladder busting as the Octavia models. Check out Skoda's press release below. BMW names new CEO, chairman and head of development

Big changes are afoot in the top ranks at BMW, as the Bavarian automaker has announced not just one, but several appointments in the top floors of its towering headquarters in Munich in what the company itself is referring as "a generational change" in its leadership. The biggest change relates to the chairman of BMW's management board – German-speak for the company's chief executive officer. Effective at the end of the company's Annual General Meeting on May 13, 2015, the company will be run by Harald Kruger. The 49-year-old mechanical engineer has been with BMW since 1992 and has sat on its board since 2008, and has until now been responsible for production for the entire BMW Group. The chairmanship of the board of management currently belongs to Dr. Norbert Reithofer, whom the management is endorsing to chair the supervisory board (which Americans might call the board of directors). That role in turn is currently held by Professor Joachim Milberg, who will step down from his position in order to make way for Reithofer to take his place. Milberg is earmarked to remain with the company to oversee its corporate social responsibility and charitable activities. BMW has also announced the appointment of Klaus Frohlich to serve as its head of development with immediate effect. In his new capacity, Frohlich replaces Dr. Herbert Diess, who in turn has left Munich to take over the Volkswagen passenger car division.
