Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

That's because the big news at the still-new factory is VW's plan to expand and increase its workforce in preparation for the arrival of the German brand's long-awaited midsize crossover. The expansion, which will add over half a million square feet of factory space, overhaul the assembly, body and paint shop and add 2,000 employees to the factory's ranks, officially kicked off last month. "This is a very exciting time in the history of Volkswagen Chattanooga," president and CEO of operations at the plant, Christian Koch, said in a statement. "A lot of hard work is going into adding this second vehicle line to the plant, but it is crucial to our efforts to move forward in America." "Not only will Volkswagen's expansion create thousands of new jobs, it will strengthen their roots in our city," Chattanooga's Mayor, Andy Berke, said in a statement. "From the construction at the plant to the development of a visitors center, there is no doubt that Volkswagen is invested in Chattanooga." VW Chattanooga has been a constant in the headlines over the past few years as pro-union and pro-business interests have battled over the souls representation rights of its roughly 1,500 workers. Just over a year ago, the UAW was defeated in its initial unionization bid, although pro-labor interests have not gone quietly into the night. Next VW GTI to get 10-speed dual-clutch gearbox

Following on Volkswagen's official announcement that it was working on a ten-speed, dual-clutch transmission, Auto Express has it on "good authority" that the new transmission will end up in the next GTI, GTD and Golf R. The brand's current seven-speed will be retained for lesser eight-generation Golfs. While the new gearbox won't be limited to just the higher-end Golf range, the new hatchback, expected in 2017, will be the first to get it, Auto Express reports. The new DSG is the same size as the Volkswagen Group's seven-speed dual-clutch, and will easily fit into VAG's MQB platform, so we should expect it to filter into the rest of the Group's vehicles, much like the seven-speed 'box has. The ten-speed is likely to see applications beyond even the small cars of the MQB platform. The gearbox can handle 405 pound-feet of torque, according to AE, making its application in larger offerings such as the gas-powered MLB cars and crossovers a likelihood. Beyond the new gearbox, Volkswagen is also toying with mild-hybrid tech for the standard Golf and better batteries for the e-Golf. As we said, expect the new Golf to arrive in European markets in 2017, with the current Euro-market Golf getting updated next year. As for the US, we wouldn't be surprised if VW followed the trail blazed by the Mark 7, with a North American arrival for the eight-gem Golf slated for a year or so after sales in Europe begin.
