NHTSA, IIHS, and 20 automakers to make auto braking standard by 2022

The National Highway Traffic Safety Administration, the Insurance Institute for Highway Safety and virtually every automaker in the US domestic market have announced a pact to make automatic emergency braking standard by 2022. Here's the full rundown of companies involved: BMW, Fiat Chrysler Automobiles, Ford, General Motors, Honda, Hyundai, Jaguar Land Rover, Kia, Mazda, Mercedes-Benz, Mitsubishi, Nissan, Subaru, Tesla, Toyota, Volkswagen, and Volvo (not to mention the brands that fall under each automaker's respective umbrella). Like we reported yesterday, AEB will be as ubiquitous in the future as traction and stability control are today. But the thing to note here is that this is not a governmental mandate. It's truly an agreement between automakers and the government, a fact that NHTSA claims will lead to widespread adoption three years sooner than a formal rule. That fact in itself should prevent up to 28,000 crashes and 12,000 injuries. The agreement will come into effect in two waves. For the majority of vehicles on the road – those with gross vehicle weights below 8,500 pounds – AEB will need to be standard equipment by September 1, 2022. Vehicles between 8,501 and 10,000 pounds will have an extra three years to offer AEB. "It's an exciting time for vehicle safety. By proactively making emergency braking systems standard equipment on their vehicles, these 20 automakers will help prevent thousands of crashes and save lives," said Secretary of Transportation Anthony Foxx said in an official statement. Are more diesel scandals about to erupt?

More automakers may soon be embroiled, like Volkswagen, in diesel emissions scandals. According to the Daily Kanban, either the International Council on Clean Transportation (ICCT) or the Deutsche Umwelthilfe (DUH) will soon announce from 10 to 15 more cases of automakers cheating national diesel emissions rules. The outlet says three of the incidents are attributed to Opel. Studies conducted by the DUH, the University of Applied Sciences in Bern, Switzerland, and the UK's Leeds University found that Opel's diesel Zafira, Corsa, and Vectra models emit more NOx than European regulations allow when tested in ways that go beyond the European testing protocol, such as when done on a four-wheel rolling road instead of a two-wheel rolling road. Opel said the accusations had no merit. Specifically on the Zafira, the DUH asked Opel about the emissions findings, and Opel said that no General Motors software contains any measures to enable cheating. Opel then tested a Zafira of its own "both on a two- and a four-wheel roller dynamometer," finding that "The emission behavior determined in each case does not differ from one another." That makes this a case of he-said-she-said for the moment. The Daily Kanban's sources say the cheating methods "range from the crude to the highly sophisticated," with those at the latter end complex enough to render Volkswagen's methods "pedestrian." As for any automakers who might be named, the matter of real-world emissions exceeding a legal limit doesn't mean a carmaker has designed systems that cheat, it might mean the company designed the car to pass a test. Recharge Wrap-Up: Tesla, CarCharging and the EPA

Credit Suisse analysts are bullish on Tesla. The group gives the electric car company's stock an "outperform" rating with a target price of $325. For its continued success, Credit Suisse cites the vehicles' superior technology, in turn offering more torque, roominess and reliability. Says analyst Dan Galves said of Tesla's competition with ICEs, "If Tesla can get to cost-parity with Internal Combustion vehicles and still offer $1,400 to $2,500 per year fuel savings to the consumer, it won't be a fair fight." Read more at Yahoo Finance or at Business Insider. In other Tesla news, Tesla Model S owners will be able to unlock and start their car using an iPhone. The Tesla app is adding this functionality soon, perhaps with the update to iOS 8. It's not yet clear how this function will work, but it's one more innovative convenience feature that Model S owners can enjoy. That means drivers will have less to carry in their pockets or purses when they go for a drive. Read more at 9 to 5 Mac. CarCharging Group has remotely lowered the amperage on some of its residential users' Blink charging stations to 24 amps. This will slow down the charging time for affected customers with 6.6-kilowatt charging by about 15 percent. The company cited safety reasons for the move, with concerns about overheating. The amperage reduction is temporary, until CarCharging is able to provide replacement parts for the chargers. Some are concerned about the delayed action, as well as the fact that the reduction was handled without owner permission. Read more at Plugin Cars. Ford is halting test drives and sales of certain C-Max hybrid and Focus models due to a safety concern. Cars made during a single week this month at a Michigan factory may not have enough ball bearings in the steering gear assembly, which could lead to loss of control. None of the affected cars have been sold, Ford says, and about 50 units are currently at dealerships. Just over 600 will need to be recalled. Dealerships have been notified of the problem.
