Recharge Wrap-up: Toyota FCV Rally Car To Compete, Barra bullish on Chevy Volt

The Toyota FCV will compete in the last stage of the 2014 Japanese Rally Championship. The sport-tuned hydrogen-powered car will tackle the 177-mile Shinshiro Rally on November 1 and 2, emitting no greenhouse gases in the process. The rally course will help prove the safety of the vehicle before it goes on sale in Japan in the next several months. The Toyota FCV, rumored to be called "Mirai" in Japan, will begin sales there before April, according to Toyota, and in the summer in the US and Europe. Read more in the press release below. Carsharing is becoming more popular, and more visible, throughout the world, including the US. According to WardsAuto columnist John McElroy, 18 percent of US drivers have used some sort of carsharing service. Additionally, he says 60 percent of Americans are familiar with Zipcar and Uber. Ethanol is being help up by rail transport, according to ethanol producer Green Plains. More and more stations are carrying E15 blend gasoline, but grain producers have complained that crude oil is given higher priority by the rail lines shipping it, which rail companies deny. Union Pacific and BNSF Railway say they are stepping up service to make sure that ethanol can be shipped reliably to customers. Read more at Omaha World-Herald. General Motors "has placed a significant bet [on] the electrification of the automobile," says CEO Mary Barra. In a speech to the Detroit Economic Club this week, she spoke about the Chevrolet Volt, and its importance to GM's future. While Barra admits the Volt's success has been "not everything we wanted," it has provided experience, and shows that EVs have "an important role in the future of GM." The new Volt is more refined, stores more energy, has longer range, uses less fuel and is a big investment for Michigan. She announced that the new Volt's electric drive system will be built in Warren, and that all of its major components will be made in Michigan. "Silicon Valley doesn't have a corner on the market for innovation, creativity and drive," says Barra. "These qualities exist here – in this region – as well." Vehicles awarded IIHS Top Safety Pick awards skyrockets for 2015 [w/video]

By practically every measure, passenger vehicles in the US are continuing to get safer. With the year rapidly coming to an end, the Insurance Institute for Highway Safety is releasing its annual list tallying of the scores for the latest vehicles to see how they compare to last year. Judging by the agency's evaluations, the numbers look quite positive. According to the institute, 71 vehicles earned either the Top Safety Pick or Top Safety Pick+ rating so far in its testing for 2015. Among the latest winners, there have been 33 TSP+ awards and 38 TSP medalists. That's a healthy increase over the 22 TSP+ and 17 TSP grades in 2014. The figures appear even more impressive when you consider that it keeps getting harder to earn the + designation. In the latest round of testing, a vehicle must offer some form of front crash prevention automatic braking to get the mark. Previously, just a warning to drivers was necessary. This list also illustrates the ways that automakers adapt to new testing procedures. In 2013 there were 117 TSP ratings and 13 TSP+ awards. Then, the IIHS mandated that to be a safety pick, a model had to score Good in the institute's four crash tests, plus a Good or Acceptable in the small overlap front test. That brought a plunge in 2014 to just 17 TSP grades. With the numbers climbing again, companies apparently have deciphered how to perform better. Some brands especially stood out on this year's list. The IIHS praised Volvo, Mercedes-Benz and Acura for offering standard front crash prevention systems on some models. Subaru received at least one of the awards for all seven of its models. Toyota also had seven, and the Honda brand did too – though the institute counts the two- and four-door versions of the Civic and Accord separately. Safety gains ground: More vehicles earn top honors from IIHS The number of vehicles earning either of the Institute's two awards has jumped to 71 from 39 this time last year, giving consumers more choices for optimum protection in crashes. The number of winners in the top tier - TOP SAFETY PICK+ - has increased by 11 for 2015, despite a tougher standard for front crash prevention. "This is the third year in a row that we are giving automakers a tougher challenge to meet," says IIHS President Adrian Lund.

Linde spending $4.3 million on two new hydrogen stations in California

If California is going to sink millions upon millions to expand its hydrogen-refueling infrastructure, shouldn't at least some of that infrastructure be operated by a company that actually produces hydrogen fuel? Why, yes, and that's the case with Linde North America. The company has announced it will build two publicly-accessible hydrogen stations in Northern California, courtesy of a $4.3 million grant from the California Energy Commission (CEC). One of the stations will be at Oakland International Airport while the other will be about 20 miles east in San Ramon, next to Toyota's regional office and parts distribution center for the San Francisco Bay Area. That's only fitting, considering that Toyota is going to release a production fuel cell vehicle next year, first in Japan, then in the US (it will be limited to California at the beginning). The California Air Resources Board recently outlined the Golden State's intention to spend $50 million on getting 28 hydrogen refueling stations up and running by the end of next year and as many as 100 new stations added during the next decade. The award is part of $46.6 million funding program the CEC has committed this year to expand the retail hydrogen fueling infrastructure within the state.
