Toyota, Mazda partner to build EVs at new $1.6 billion U.S. plant

TOKYO — Toyota and Mazda plan to build a $1.6 billion U.S. assembly plant, the two said on Friday, as part of an alliance that will also see the Japanese automakers jointly develop electric vehicle technologies. The two will take small stakes in each other as part of the tie-up: Toyota, the world's second-largest automaker by vehicle sales last year, will take a 5 percent share of Mazda, extending its dominance in Japan's auto sector. Mazda will take a 0.25 percent share of its larger rival. The plant, something of a surprise at a time of overcapacity in the U.S. market, will be a boost to U.S. President Donald Trump, who campaigned on promises to increase manufacturing and expand employment for American autoworkers. The plant will be capable of producing 300,000 vehicles a year, with production divided between the two automakers, and employ about 4,000 people. It will start operating in 2021. The electric vehicles cooperation, meanwhile, comes as the tightening of global emissions regulations prompts more automakers to develop battery powered cars, as the industry struggles with hefty research costs and intense competition from technology companies over technology like self-driving cars. As part of the agreement, Toyota and Mazda will also work together to develop in-car information technologies and automated driving functions. Toyota, Japan's biggest auto company, has been forging alliances with smaller Japanese rivals for several years, effectively engineering a loose consolidation of the Japanese auto sector. It already owns a 16.5 percent stake in Subaru, Japan's No. 6 automaker, with which it also has a development partnership. Toyota is also courting compact car maker Suzuki to cooperate on R&D and parts supply as Toyota seeks to tap its smaller rival's expertise in emerging Asian markets. A stake in Mazda may also prevent future incursions by tech companies, one analyst said. "For a technology company which lacks the expertise in making cars, Mazda could look like a very interesting acquisition. They're very good, they're not too expensive. Maybe Toyota realizes this," CLSA managing director Chris Richter said. "By buying a 5 percent stake, Toyota takes Mazda off the table rather than having it sit out there like a free agent which could someday be used against them." Toyota's Bob Carter says seat heater stop-sale due to inconsequential compliance error

Last week, Toyota let it be known that a number of its more-popular vehicles were subject to a "stop-sale" order due to faulty seat heaters on these vehicles. No injuries were reported, but the problem affected a lot of models, including the 2013 and 2014 Camry, Camry Hybrid, Avalon, Avalon Hybrid, Sienna, Corolla, Tacoma and Tundra. Toyota originally said 50,000 vehicles were involved, but Bob Carter, senior vice president of automotive operations for Toyota Motor Sales, knocked that down to 30,000 during an interview at the Chicago Auto Show this week and said that the problem is not going to have a big impact on Toyota's sales. "It's an important situation but it will have a very minor impact on February sales," he told AutoblogGreen. "Dealers will start receiving new heating elements this week and then we have a process to take out the heating element that was put in and exchange that for the new fabric. It's very simple. It's a quick repair." Quick in this situation means about three hours to swap out the heating elements in two seats, according to Toyota's John Hanson. Since the Avalon also has heated rear seats, that car will require a total of six hours in the shop. Hanson said there was no official timeline for when the exchange program would be completed, "but new vehicles are arriving at some dealerships with the new seat heaters already installed." With a fix already in place, Carter would not comment on whether a recall is likely, saying only, "I'm not the expert on that. We're working with the NHTSA and ultimately it's their decision. We believe it's an inconsequential compliance error that was made by one of our suppliers and we're going to correct it." California readies big 'red carpet' for hydrogen cars, H2 stations

The Golden State is sinking some serious green into its hydrogen-refueling infrastructure. But California says it's rolling out the red carpet for hydrogen fuel cell vehicles. Maybe we'll get our colors straight eventually. With a goal to have 1.5 million zero-emissions vehicles on California roads by 2025, the California Air Resources Board is outlining plans to sink $50 million into opening 28 publicly accessible hydrogen refueling stations by the end of 2015 and more than 50 ready for business by 2017. Today, California is home to all but one of the country's 11 public hydrogen stations (the other is in South Carolina). The most recent addition was at Cal State Los Angeles in May for the university's Hydrogen Research and Fueling Facility. Most of the first expansion of 28 stations will be represented by a partnership Toyota and FirstElement Fuel Inc. announced this spring. FirstElement is headed by ex-General Motors and Hyundai executive Joel Ewanick. The collaboration will help build out 19 hydrogen refueling stations, which are said to be located so that anyone in the state can reach them with their H2 car. Last week, the California Energy Commission carried out one of these initiatives, voting to use nearly $50 million to put in place 28 new, public hydrogen refueling stations and one mobile refueler by the end of 2015. The move was one of several actions designed to help achieve a key goal of the state's zero-emission vehicle (ZEV) plan: to accelerate construction of hydrogen refueling infrastructure across the state. "California is rolling out the red carpet for Californians who choose these ultra-clean hydrogen powered electric cars and for the companies that make them," said Air Resources Board Chairman Mary D.
