Recharge Wrap-up: Senators want stronger RFS, Toyota working to improve mobility in Bangkok

A new E15 bill has been introduced to the US House of Representatives. Sponsored by one Democrat and three Republican congressmen, the bill is a companion to the Fuel Choice and Deregulation Act of 2015 recently introduced to the Senate by Rand Paul and Chuck Grassley. The House bill's goal is similar: to remove certain restrictions to help get E15 to the marketplace. This bill also targets the EPA and its rules regarding the Reid Vapor Pressure of the ethanol blend. Read more in from Domestic Fuel. A bipartisan group of 37 senators is urging the EPA to strengthen the Renewable Fuel Standard. Stated reasons tend to focus on economics and energy security, but also on the future of other alternative fuels. The RFS "has strengthened agriculture markets and created hundreds of thousands of jobs in the new energy economy, many of which are in rural areas," the senators say in a letter to the EPA. "A stable RFS will also provide the certainty needed to unlock future investments in renewable fuels and necessary infrastructure, reduce our nation's dependence on foreign sources of energy, and drive innovation and progress toward cellulosic, biodiesel, recycled-waste, algal, and other advanced biofuels." In partnership with Chulalongkorn University, Toyota's program aims to help "people move, grow and explore in a world that is comfortable, safe and clean," says Toyota President Akio Toyoda (traditional rickshaws are pictured above). The program will focus on reducing congestion by creating sustainable shuttle and park and ride services, encouraging people to use multiple modes of transportation, use traffic simulation models to pinpoint particular problem areas and work with police to optimize traffic signals. VW targeting 10M sales in 2014

Volkswagen Group believes it can sell over 10 million vehicles in 2014, with hopes of overtaking Toyota as the world's largest automaker in the process. If VW can do it, it would meet that goal four years earlier than planned. Of course, Toyota isn't sitting still - it also hopes to top the 10 million-car threshold this year and has the advantage of already holding the top spot.
"With rising volume and new models, we will increasingly see positive earnings effects as well," said VW Group CEO Martin Winterkorn during its annual press conference, according to Automotive News. The company is spending huge amounts of money to propel it to the top, investing 84.2 billion euros ($117 billion) through 2018, and according to AN it plans to introduce over 100 new models worldwide among all of its brands by the end of next year.
The German automaker may get an extra boost as the European car industry shows signs of emerging from its yearlong stagnation and China continues to grow. In January, VW Group was up 8.5 percent in Europe and 15.5 percent in China, according to its own figures. However, the US has been slowing with Volkswagen brand sales down 19.04 percent in January and down 13.81 percent in February.

Toyota recalling 342k Tacomas due to faulty seatbelt pretensioners

Toyota is voluntarily recalling 342,000 Tacoma Access Cab pickups, produced between 2004 and 2011. The wide-ranging recall is due to faults in the screws that attach the belt pre-tensioner to the belt retractor. There are concerns that the screws can loosen themselves over time, especially if the access door is opened and closed with too much force. It's important to note that the recall only covers the driver and front passenger seat, and is limited to just the Access Cab trucks. Other body styles aren't affected.
If the screws come loose, the pre-tensioner and retractor spring could separate from the belt entirely, which would be bad news in a crash. There's no mention of injuries or accidents due to the faulty pre-tensioners. Owners affected by the recall will be notified soon, and asked to come in for recall service.
