Toyota asking NHTSA for fuel cell car safety exemption regarding electric shocks

Toyota is requesting an exemption from federal safety regulations that govern electric cars as it prepares to launch a small-scale hydrogen fuel-cell vehicle fleet.
The Japanese automaker is targeting Federal Motor Vehicle Safety Standard 305, which covers the packaging of high-voltage parts in electric cars. According to Uncle Sam, these systems need to be isolated so that passengers and first responders aren't electrocuted in the event of a crash. That seems pretty smart, but it's become a problem for Toyota's upcoming production fuel cell vehicle, as the mechanism that prevents electric shocks in low-speed crashes will apparently simply keep Toyota's car from even functioning.
Instead of the federally approved system, Bloomberg reports that Toyota plans to insulate the high-voltage wires and cables in the car, along with shielding electrical components like the fuel cells, electric motor and batteries with (presumably non-conductive) metal barriers.

Let's check out the list: Toyota Prius Prime, the updated plug-in version of the world's best-selling hybrid. Chevy Bolt, GM's all-new entry into the long-range EV game. Chrysler Pacifica, a family hauler with the ability to go 30 miles on electric power. Kia Optima. The nomination is for the full line-up, but really the hybrid and plug-in hybrid models are the green stars here. BMW 330e iPerformance, one of the automaker's many new plug-in hybrids that bring battery power to models outside the i sub-brand. Green Car Journal will announce the winners at the Los Angeles Auto Show on November 17th, along with some, "other green transportation announcements," whatever that means. Last year, the winner was the 2016 Chevy Volt, the first model to snatch up two wins. Which do you think should win this year? Toyota highlights JDM Mark X with special Yellow Label edition

Never heard of the Toyota Mark X? That's because the Japanese automaker only sells it in its home market (and in China as the Reiz). It's a rear-drive (or all-wheel-drive) sports sedan about the size of a Lexus IS, whose existence is probably why Toyota will never bring the Mark X to North America. The current model has been on the market since 2009, but Toyota is rolling out a series of updates - including the new Yellow Label model pictured here.
Available on the 250G, 250G Four and 250G S trim levels, the Yellow Label gets a special shade of Awaken Yellow paint (though it can be had in black, white or silver as well), with an interior decked out in either yellow or black. It also gets piano lacquer trim, yellow stitching, pink gold accents, special tread plates and other interior equipment upgrades, as well as a unique set of alloys. All of which makes the Toyota Mark X Yellow Label perfect for recreating scenes from Kill Bill without the need to squeeze into yellow leathers. (In fact we wouldn't be surprised to see Toyota doing just that for a promo clip.)
Power comes from a 2.5-liter V6 (and not the larger 3.5 available on the 350S model) channeled through a six-speed automatic to either the rear wheels or all four. Pricing ranges between 2.8 and 3.1 million yen (~$26-30k), representing a premium of about 106k yen ($1k) over non-yellow models. Toyota operates four distinct dealer networks in Japan, and the Mark X is sold through Toyopet stores.
