Toyota teases 2014 4Runner, will debut on April 27

The 2014 Toyota 4Runner appears to be getting a styling refresh that is as out of the ordinary for Toyota as the venue at which it will be debuting. Launching on April 27 at the 2013 Stagecoach Music Festival in Indio, CA, the 2014 4Runner looks to be getting more of an in-your-face design. Toyota says this marks the first time it has ever revealed a new product at a music festival.
While we only see two images of the updated 2014 4Runner, the new headlights break from the rectangular shape present on the current model for an edgy, scalloped shape. Below the headlights are vertical air inlets - looking quite similar to the 2014 Subaru Forester XT - but it isn't clear if all models will get these or just special trim levels. The other image Toyota released was of the smoked, LED taillight.
As the presenting sponsor of the music festival, Toyota will have legendary off-road driver Ivan "Ironman" Stewart at the show as well as an off-road driving course for people to drive the automaker's trucks and SUVs. A Ferrari-powered Toyota 86 is sure to garner a bit of attention, as well it should. We've been paying attention throughout this build, so it should be no surprise then that Santa did as well. He's ditched his red sleigh for the Gumout GT4586 in this video. If you've been following along, you know that Ryan Tuerck and Gumout built this completely bonkers machine that's far more exciting than some previous Japanese/Italian mash-up automobiles. Donut Media has been doing their part to document and promote every stage of the process. This new video is filled with the gratuitous amounts of lights, noise, and tire smoke that Donut is known for. We don't know the conversion from horsepower to reindeerpower, but the GT4586 should provide plenty of oomph for Santa's Christmas trek. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.
