What's the best car for snow? The real answer is "the one with winter tires." What do we mean by that? You could have the finest, most advanced all-wheel-drive system or four-wheel drive in the world, but if you're running all-seasons (the spork of tires), your fancy four-wheeler won't matter much. The odds are, any vehicle on the road running good winter tires will probably perform adequately in slippery, slushy and/or snowy road conditions. Keep in mind that you will need a full set of four snow tires for safety and performance, no matter what you're driving. The days of your dad putting just two snows on the family truckster to get it moving in a straight line are long gone. Don't get us wrong, getting a car that performs well in snow and ice is still a worthy criteria for car buyers. According to the U.S. Transportation Department, 70% of Americans live in places that get snow and ice. And much of the country has been blasted with arctic air for much of the new year. So let's look at the cars. First, we're highlighting choices for a variety of buyers and price points. Second, we're not just considering snow; we're considering general wintery conditions people will experience driving to work or school. As such, these are all choices with advanced all-wheel-drive systems, usually with "torque-vectoring" systems that not only automatically shunt power front and back, but side to side between the rear axles. Meet the Greenest and Meanest vehicles of 2016

If you've been keeping track, you won't be surprised with the number one entry in this year's list of greenest cars from the American Council for an Energy-Efficient Economy (ACEEE). In fact, the top three spots on the 2016 list are all the same as they were in 2015. After that, things get interesting. For one thing, this is the first Greenest list that doesn't have any purely internal combustion engine powertrain on it. Hybrids, yes, but if you want to be one of the top 12 greenest cars this year, you'd better have some sort of electric angle. ACEEE says that the conventional, gas-powered Smart Fortwo and Chevrolet Spark just missed the cut. In a statement, ACEEE lead vehicle analyst Shruti Vaidyanathan said, "The 2016 scores are in, and plug-in electric vehicles are outpacing all other vehicle offerings in terms of environmental friendliness." Like last year, one of the noticeable vehicles missing from the green list is the Tesla Model S. One reason? ACEEE takes curb weight into account (lighter is better), and the Model S is a heavy beast. The ACEEE doesn't just look at the clean side of the ledger. It also puts out a "meanest" list. These are the vehicles that pollute the most, not only from their tailpipes, but also any pollution created during the entire manufacturing process, from mining the raw materials to the energy used to produce the vehicle at the factory. In Jamaica, it's not easy to sell or buy hybrid cars

Jamaica's mellow reputation and Rasta vibe contributes to an international reputation of an island nation that moves at a leisurely pace. And the term "leisurely" certainly applies to the rate of sales of hybrids there. And we thought Mitsubishi i sales in the US have been slow. The country's Toyota dealership is still in the process of explaining hybrid technology to many of its prospective customers, with the widespread perception remains that a standard Toyota Prius needs to be plugged in for electrical charging, the Jamaica Gleaner reports. Because of such slow exposure, Toyota has only sold about 10 hybrids in Jamaica since the Japanese automaker started selling them there in 2010. And we thought Mitsubishi i sales in the US have been slow. Toyota dealers in Jamaica continue to tout hybrid technology that can boost fuel economy by about 30 percent but are going up against the fact that Toyota's hybrids now need to be pre-ordered and aren't kept in stock because of sluggish demand. There's also the fact that Toyota's Japanese operations insist on an approval process that ensures the hybrids sent there can handle Jamaica's road conditions, and it typically takes three to four months for a Prius to get to Jamaica once ordered. Island locales provide a curious dichotomy for advanced-powertrain vehicles. On one hand, the driving distances tend to be relatively small, lengthening the amount of time it takes to pay back the original cost premium. On the flip side, importing fuel to islands makes gas prices skyrocket and can prove costly for the economy in island nations. Late last year, for instance, the government of another Caribbean nation, Barbados, estimated it spends about $250 million a year on gas used for personal vehicles. That's why the government there is pushing for more electric-vehicle adoption, though the number of EVs on the island was in the low double-digits as of mid-2013.
