Japan may aid carmakers facing U.S. tariff threat

TOKYO — Japan is considering giving carmakers fiscal support including tax breaks to offset the impact from trade frictions with the United States and a sales-tax hike planned for next year, government sources told Reuters on Wednesday. Going into a second round of trade talks with the United States on Sept. 21, Japan is hoping to avert steep tariffs on its car exports and fend off U.S. demands for a bilateral free trade agreement that could put it under pressure to open politically sensitive markets, like agriculture. "If the trade talks pile pressure on Japan's car exports, we would need to consider measures to support the auto industry," a ruling party official said on condition of anonymity because of sensitivity of the matter. The auto industry accounts for about 20 percent of Japan's overall output and around 60-70 percent of the country's trade surplus with the United States, making it vulnerable to U.S. action against Japanese exports. Japan's biggest automakers and components suppliers fear they could take a significant hit if Washington follows through on proposals to hike tariffs on autos and auto parts to 25 percent. Policymakers also worry that an increase in the sales tax from 8 percent to 10 percent planned for October 2019, could cause a slump in sales of big-ticket items such as cars and home. Prime Minister Shinzo Abe has twice postponed the tax hike after the last increase from 5 percent in 2014 dealt a blow to private consumption, which accounts for about 60 percent of the economy. To prevent a pullback in demand after the tax hike, the government may consider large fiscal spending later when it draws up its budget for next year, government sources said. "One option may be to greatly reduce or abolish the automobile purchase tax," one of the government sources said. The government is also considering cuts in the automobile tax and automobile weight tax to help car buyers, the source added. Toyota to enter modern turbo four-cylinder era with Lexus crossover

Toyota has sat quietly on the sidelines as many of its competitors have armed themselves in recent years with lower-displacement turbocharged four-cylinder engines in an effort to gain better fuel efficiency numbers and flatter power curves. It's a strategy largely shared by fellow countryman Honda, who turned away from offering forced-induction four-cylinder models in North America after its first-generation Acura RDX failed to find buyers. Toyota itself has no lack of experience with turbo fours, having built some humdingers for cars like the MR2 and Celica All-Trac back in the 80s and 90s. It's also offered factory-warranted turbos through its TRD performance parts division more recently.
Now, Automotive News is reporting that the world's largest automaker is finally poised to rejoin the turbo-four production-car fray in North America, but it won't be a sports car that delivers the first force-fed punch, it will be a new small crossover model for Lexus. We first showed you spy shots of the NX last week in mule form, and Automotive News says the small softroader will carry a 2.0-liter turbo four in its engine bay when it rolls on to world markets in 2014 or early 2015. That model, the NX 200t, will be joined by the NX 300h, a hybrid variant. It isn't immediately clear when US buyers will see the turbo model, however, it's possible that the hybrid could bow first - the story quotes an anonymous company source suggesting that Americans might not see the engine offering until sometime in 2015.
AN further posits that the new 2.0-liter will likely supplant the company's 2.5-liter V6 in the IS sedan and the same-displacement four-cylinder in the Toyota RAV4, but does not indicate where the new engine will be built.

Toyota Harrier gets a whale of a facelift [w/video]

Historically, the Toyota Harrier has been a doppelgänger for North America's Lexus RX - at some points, it was little more than a badge-swap and a few options away, at least aesthetically. That appears to be changing with this just-revealed new generation at the Tokyo Motor Show.
That's because this two-row, five-seat Toyota is in possession of a bold new look, dominated by a jutting, baleen-like grille edged in chrome, along with new headlamps and fascia. The greenhouse has likewise been revamped and gotten more pointed at the rump, which has new taillights, a resurfaced tailgate and a faux rear diffuser. Were it to be ported over to North American Lexus dealers intact, the Harrier's look would be jarring in light of the brand's spindle-grille-based design language, so we suspect that if the RX gets any of these updates (it was just refreshed for 2013), it will strike out on a different path visually.
Unlike the US RX, the new Harrier will rely on smaller-displacement four-cylinder engines, namely a 2.0-liter paired with a continuously variable transmission or a 2.5-liter four backed up by an electric motor. We'd like to see a smaller-displacement option for the US RX (it presently runs with 3.5-liter V6 engines in both gas-only and hybrid guise), but suspect it won't arrive until the next all-new model.
