Sunday Drive: Big debuts from the Big Apple dominated the headlines

New York Auto Show week has come and gone, and, not surprisingly, the week's biggest bits of news came from the halls of the Jacob K. Javits Convention Center in NYC. Our favorite debut from New York was the Lincoln Aviator, a sharp-dresses crossover that looks lovely inside and out, and sits on underpinnings at least partly derived from the Ford Mustang. While the Aviator may have caught our attention, it wasn't the most popular vehicle debut from New York, at least when judging by the number of page views here on Autoblog. That distinction goes to the 2019 Toyota RAV4, and we're hardly surprised. The RAV4 is the most popular compact crossover in America (in fact it's the most popular vehicle that isn't a pickup truck), and the 2019 version looks like a radical departure from the model that came before. We can't wait to drive the thing. Midsize sedans may not be the darling of the family car set, that honor taken over by the aforementioned crossover, but they still sell in large enough numbers that a brand-new model catches our attention. Such is the case with the 2019 Nissan Altima. We broke down the specs of the Altima and compared Nissan's bread-and-butter sedan with its biggest rivals. And finally, we got some official figures for the 2019 Ford Mustang Bullitt. It'll cost a cool $12,000 over the cost of a Mustang GT, and will benefit from a 480-horsepower, 420-pound-foot version of Ford's excellent 5.0-liter V8 engine. Legal approach in $1.2 billion Toyota settlement could impact handling of GM recall cases

In the past, if an automaker did something wrong, they were usually prosecuted by the US government through something called the TREAD Act. Short for Transportation Recall Enhancement, Accountability and Documentation Act, it basically requires automakers to report recalls in other countries, along with any and all serious injuries or deaths, to the National Highway Traffic Safety Administration.
Failing to report or attempting to conceal anything when there's been a death or serious injury constitutes a criminal liability. The idea is that this setup puts the onus on manufacturers to keep NHTSA apprised of safety related issues before they become a problem in the US, thereby allowing the regulator to better protect consumers.
In theory, it sounds like a relatively airtight set of rules for dealing with misbehaving automakers. That didn't stop the US Department of Justice from ignoring TREAD in its prosecution of Toyota's handling of the unintended acceleration recall, though. The result of this new approach, which charged Toyota with wire fraud, was a $1.2 billion settlement. Now, the wire-fraud approach could be used for the expected case between the US government and General Motors, based on the statements of Attorney General Eric Holder, who specifically mentioned "similarly situated companies" when discussing Toyota.

Toyota restructuring US operations, possibly moving to Texas

According to multiple sources familiar with the matter, Toyota is poised to announce Monday that it is restructuring its US operations, which may include plans to relocate some of its operations to Texas. Toyota Motor Sales has been located in California since 1957, and is responsible for North American sales, marketing, and distribution for Toyota, Lexus and Scion. According to Toyota literature, its Torrance operations presently employs 6,156 workers and represents a $2.3-billion investment.
Workers in Toyota's Torrance offices were abuzz about the possible relocation to Texas. One young offspring of a Toyota employee even posted to Twitter that her parents warned about the upcoming move, and she said she's refusing to go.
Rumors at one point had Toyota settling in Richardson, TX, just outside Plano. But Autoblog talked to Richardson Mayor Laura Maczka, who said she would be thrilled if that were true, but has not heard anything on the subject. Autoblog also emailed with Bill Sutherland, a city councilman in Torrance, CA, who said, "To date the only info I have is what I have read in the paper expecting a press release Monday."
