California could put $60,000 MRSP limit on EV rebates

In California, electric vehicles have been selling so well that the California Air Resources Board (CARB) is discussing ways to reduce the amount spent on the state's Clean Vehicle Rebate Program (CVRP). The program, which provides rebates to EV buyers, is $30 million in debt this year, according to the Capitol Weekly. A new discussion document that was presented at CARB's April 3 meeting lists two main ways that the state could save money while still supporting EV sales. There could be a $60,000 price limit on plug-in vehicles that CARB would subsidize. Option one is to reduce the rebate by $500, which would mean pure EVs would get $2,000 and plug-in hybrids would get $1,000. The other option would be to put a $60,000 price limit on plug-in vehicles that CARB would subsidize. Currently, this would only affect two vehicles: the Tesla Model S and the Cadillac ELR. CARB's numbers show that cutting the rebate by $500 would result in "only a minimal short-term impact in the growth of sales of eligible vehicles." The benefit would be that," the budget savings associated with the short-term market delay will more than offset this impact by providing rebates for about 41 percent more vehicles during fiscal year 2014-15 under a fixed budget." As far as limiting the rebate to vehicles that cost less than $60,000, CARB makes the obvious point that, "rebates are more effective in influencing purchase decisions related to vehicles with a MSRP lower than $60,000." CARB thinks this limit will impact no more than two percent of the EV market, "but will allow the program to be more effective in influencing consumer purchase decisions." Plug In America does not support CARB's proposal. PIA's senior policy advisor, Jay Friedland, told AutoblogGreen that: At this early point in the market, Plug In America is working hard along side a coalition of automakers, NGOs, utilities and consumers to maintain the CA Clean Vehicle Rebate at current levels with all vehicles included. Tesla is a leading California EV manufacturer - and has been indispensable to creating the market generally - and should not be excluded from the program. Every EV reduces pollution for kids and adults alike and our dependence on petroleum. We asked Tesla for a statement, but have not heard back.

Tesla-Based Rinspeed XchangE Concept Offers A Vision For The Future Of Autonomous Driving

It has become an annual tradition for Swiss automaker Rinspeed to release details of its latest inventive concept just ahead of the Geneva Motor Show. Not your customary custom shop, Rinspeed considers themselves an "automotive think tank and mobility lab." Perhaps it's no surprise, then, that this year's concept pairs two emerging automotive industry trends: electric vehicles and autonomous driving technology. From the outside, the Rinspeed XchangeE looks much like the all-electric Tesla Model S upon which it is based, save for a modified front fascia, clear plexiglass roof and bright green paint job. Inside, however, is where things get interesting. View 6 Photos "Passengers will be able to assume virtually any seating or resting position when traveling in a fully autonomous vehicle in the future, which will require a completely new operating and display concept," says the automaker in a statement. The plush "business-class" interior of the XchangE is reconfigurable, offering up to twenty possible seating positions to passengers. Additional flexibility is provided by a "bionic" steering column, featuring a TRW wheel that can slide to the center of the vehicle when not in use by the driver. With the XchangE, Rinspeed has rethought safety and security for the autonomous age as well. An RFID access control system ensures that only approved drivers will be able to command the vehicle. The steering wheel's hands-on recognition system will let the car know when the driver has returned to the helm. All data transfer between car and cloud is handled by a secure LTE network connection. In-car infotainment runs on HTML 5, which Rinspeed claims will provide "comprehensive protection against hacker attacks." The only question that remains is what to do on those long road trips, now that you're no longer hunched over a steering wheel the entire time. Forget flip-down or seat-back DVD players. The Rinspeed XchangE features a gesture-controlled 32-inch 4K television. "You can read, listen to music, surf the web, play games and watch movies in brilliant picture and sound quality," says the automaker. Need more cup holders for your Tesla Model S? 3D print some

What do you get for the car owner that has everything? Well, if it's the owner of a Tesla Model S electric vehicle, you can either get him or her a $500 cup-holder insert that sets atop the car's center console or, better yet, score him or her a 3D printer that can print one out. Street Insider directs us to this oh-so-technologically-advanced option for anyone with a bit of extra cash on hand. Apparently, there are blueprints circulating for a cup-holder insert that can be printed on a Stratasys MakerBot printer. Those printers run anywhere between $2,200 and $2,800 a pop, but, hey, that's nothing compared to the Tesla itself, right? The cool thing is that the 3D cup-holder inserts can be printed out in a myriad of colors for the EV driver who wants to make the ultimate fashion statement ... or faux pas. Of course, how that printed holder will handle that first spilled cup of scalding coffee after the Model S driver gets a little too frisky on a hairpin is anyone's guess. The good news?
