How Norway became a world leader in EV sales, and where it goes from here

OSLO, Norway — A silent revolution has transformed driving in Norway. Eerily quiet vehicles are ubiquitous on the fjord-side roads and mountain passes of this wealthy European nation of 5.3 million. Some 30 percent of all new cars sport plug-in cables rather than gasoline tanks, compared with 2 percent across Europe overall and 1-2 percent in the U.S. As countries around the world — including China, the world's biggest auto market — try to encourage more people to buy electric cars to fight climate change, Norway's success has one key driver: the government. It offered big subsidies and perks that it is now due to phase out, but only so long as electric cars remain attractive to buy compared with traditional ones. "It should always be cheaper to have a zero emissions car than a regular car," says Climate and Environment Minister Ola Elvestuen, who helped push through a commitment to have only zero-emissions cars sold in Norway by 2025. The plan supports Norway's CO2 reduction targets under the 2015 Paris climate accord. To help sales, the Norwegian government waived hefty vehicle import duties and registration and sales taxes for buyers of electric cars. Owners don't have to pay road tolls, and get free use of ferries and bus lanes in congested city centers. These perks are being phased out in 2021, though any road tolls and fees would be limited to half of what gasoline car owners must pay. Gradually, subsidies for electric cars will be replaced by higher taxes on traditional cars. Registration tax on new cars is paid on a sliding scale with a premium for the amount of emissions produced. Elvestuen pledges that the incentives for electric vehicles will be adjusted in such a way that it does not scupper the 2025 target. "What is important is that our aim is not just to give incentives," he says. "It is that we are taxing emissions from regular cars." Using taxes to encourage consumers to shift to cleaner energy can be tricky for a government — protests have erupted in France over a fuel tax that hurt the livelihood of poorer families, especially in rural areas where driving is often the only means of transportation. In the U.S, some would like to see the tax credit on EVs and hybrids eliminated while others would extend it. In this sense, Norway is an outlier. The country is very wealthy after exporting for decades the kind of fossil fuels the world is trying to wean itself off of. Incomes are higher than the rest of Europe, as are prices.

Tesla's Fremont factory was shut down on Friday morning when a crane knocked out power to the facility. No injuries were reported and Tesla didn't say what effect the outage would have on production. Read more from SFGate or from CNBC. Researchers have genetically modified a plant for lower-viscosity seed oil to make biodiesel. With the viscosity of many plant-based oils being too high for use in modern high-pressure conditions required by emissions laws, this breakthrough is promising. Kansas State University scientists have added Euonymous Alatus (burning bush) genes to the Camelina Sativa plant to produce a thinner seed oil more suited for use in biofuels. Camelina grows easily, and since it isn't a food crop, concerns of genetic modifications are minimal. Testing of the oil in fuel could begin next year, after harvesting a large enough supply. Read more from Green Car Reports and from The Topeka Capital-Journal. The EPA's Mobile Vehicle Emissions Simulator (MOVES) could cause problems for higher ethanol blends. According to an editorial from Urban Air Initiative president David VanderGriend, MOVES is biased against ethanol blends, using test fuels that don't reflect the characteristics of real-world consumer fuels. "We must stop the MOVES model from being implemented, or all of the industry's other initiatives will be undermined," says VanderGriend. "States will have their hands tied and will simply not be allowed to approve higher blends." Read the column from Ethanol Producer Magazine. A Citroen C-Zero driver experienced unexpected fees when turning in the car at the end of its lease. The final bill included inspection and transportation fees under the "Damages" section of the report, totaling over GBP300 (about $470). The author has found no mention or documentation of such fees prior to collection, and is contesting the charges. Musk reports positive cash flow for Tesla last week

According to Bloomberg, Tesla actually earned money last week. CEO Elon Musk sent out a message on Twitter saying his company was "narrowly cash positive." That's big news for a company that hasn't turned a quarterly profit as of yet. Tesla is currently in the middle of stepping up production for its Model S sedan, and has announced the vehicle's MSRP will jump by $2,500, presumably to help fund that expansion.
So far, Tesla says it has built will build around 20,000 Model S units at its California production facility next year, though analysts say the ability to repeatedly generate a positive cash flow would go a long way toward the company's evolution into a "sustainable operating entry." So far, the Model S has garnered substantive praise, earning the Motor Trend Car of the Year Award among others. Tesla shares are up 19 percent this year over the same time period in 2011.
