California adapts ZEV mandate with PHEVs for smaller automakers

California is the nation's largest market for zero-emissions vehicles with over 100,000 of them estimated to be on the roads there. The state's goal is to keep that number growing every year. To that end, the California Air Resources Board is now tweaking its rules in a way that might not boost ZEVs but could mean more plug-in hybrids for the Golden State. Jaguar Land Rover, Mazda, Mitsubishi, Subaru, and Volvo asked for an exemption to the state's zero-emissions vehicle mandate last year due to their relatively small development budgets compared to larger automakers. CARB denied their request but did craft a compromise, according to Automotive News. Rather than being required to offer a ZEV in the state, companies with an annual global revenue of less than $40 billion, like those in this group, may instead sell plug-in hybrids to earn ZEV credits. The companies aren't completely off the hook, though. If these plug-in hybrids don't earn enough credits, the corporations must buy them on the market to make up the difference. Automakers with popular electric models like Nissan and Tesla have made a big business through this trading system by selling their surplus to rivals. Tesla alone pocketed $51 million in the first quarter from this part of its business, according to Automotive News. The changes to the regulations also aren't set in stone, yet. CARB is meeting in 2016 and could adjust things further at that time. Subaru breaks all-time sales record well before year end

In case you needed a reminder, Subaru is hot. The Japanese all-wheel-drive specialist is doing so well that it broke its 12-month sales record in just 11 months. That's great, but even more impressive is that this is the company's seventh successive record-breaking year and its eighth year of overall growth. Through November, the bulk of Subaru's sales came from its strong crossover lineup – the Forester, Outback, and XV Crosstrek accounted for 350,000 of the company's 513,000-plus sales. As for the Impreza, Legacy, and high-performance WRX/STI, there were also "significant year-to-date increases," according the company's official release. Sales for 2015 have now surpassed the previous annual sales record of 513,693 vehicles set in 2014 and mark the company's eighth year of sales growth and seventh successive sales record. Sales in 2015 have been driven by the Forester, Outback and Crosstrek carlines. Combined, the three crossover vehicles now retail over 350,000 units per year. Subaru sedans; Legacy, Impreza and WRX/STI, have also seen significant year-to-date increases. Thomas J. Our continued growth is built on strong products and outstanding retailers providing a great customer experience. Subaru Forester, Legacy and Outback earn IIHS Top Safety Pick+ ratings

The Insurance Institute for Highway Safety announced its more rigorous standards for the Top Safety Pick+ crash test rating back in September, and has recently called out some new models that have attained this highest rating. Last year, the TSP+ category was created for vehicles passing the then-new small overlap crash test; this year the top award has been amended to include crash prevention technology.
Thanks to its EyeSight technology, the Subaru Legacy, Outback and Forester are among just 22 vehicles to have been named a 2014 TSP+ by the IIHS. Without this technology, all three vehicles - and the Impreza and XV Crosstrek - were still named a Top Safety Pick (without the +).
To test the crash prevention technology, the IIHS uses two tests (one at 12 miles per hour and one at 25 mph) to see how well the systems do to lessen the severity of an impact. or prevent an impact altogether. Vehicles are then given a rating from Superior (best), Advanced or Basic, and cars that do not offer forward collision warning or auto braking are not given a rating in this category. To be named a TSP+, a car must achieve at least a Basic score for crash prevention, but all three Subaru models earned a perfect score to receive a Superior rating.
