EPA suspected Fiat Chrysler of using 'defeat device' in 2015

U.S. regulators told Fiat Chrysler Automobiles in November 2015 that they suspected some of the automaker's vehicles were equipped with secret software allowing them to violate emission control standards, according to emails disclosed on Friday. The U.S. Environmental Protection Agency and California Air Resources Board accused Fiat Chrysler in January of using the software, known as a "defeat device," to illegally allow excess diesel emissions in 104,000 Jeep Grand Cherokees and Dodge Ram 1500 trucks built between 2014 and 2016. Byron Bunker, director of the EPA's Transportation and Air Quality compliance division, said in a January 2016 email to Fiat Chrysler, obtained by Reuters under the Freedom of Information Act, that he was "very concerned about the unacceptably slow pace" of the automaker's efforts to explain high nitrogen oxide emissions from some of its vehicles. Nitrogen oxide is linked to smog formation and respiratory problems. Bunker's email said the EPA had told Fiat Chrysler officials at a November 2015 meeting that at least one auxiliary emissions control device on the car maker's vehicles appeared to violate the agency's regulations. Mike Dahl, head of vehicle safety and regulatory compliance for Fiat Chrysler's U.S. unit, responded in a separate email that the company was working diligently and understood the EPA's concerns. He added that if the EPA identified Fiat Chrysler vehicles as containing defeat devices it would result in "potentially significant regulatory and commercial consequences." The documents redacted the vehicles named, but two officials briefed on the matter said they referred to diesel models. The EPA's November 2015 meeting with Fiat Chrysler came two months after Volkswagen AG, mired in a major tailpipe emissions scandal, admitted to installing secret defeat device software in hundreds of thousands of U.S. diesel cars to make them appear cleaner than they were on the road.

Fiat previews new Toro sport-utility pickup

Fiat is preparing to roll out a new midsize pickup. We've seen spy shots of the prototype running around, but heavily camouflaged as it was, we didn't get much indication of what it would look like – and even less about its name. But now the Italian automaker has given us an indication of both. Previewed in the teaser image above is the forthcoming new Fiat Toro. The vehicle is billed as a "sport-utility pickup," which Fiat touts as a new segment, though there are already plenty of vehicles out there that aim to blur the line between pickup and SUV. Models like the Honda Ridgeline and Chevy Avalanche come to mind, but the Toro is likely to be smaller than either – more like the long-gone Ford Explorer Sport Trac that bridged the gap between the old truck-based Explorer and the Ranger pickup or the Subaru Baja. Whatever it ultimately looks like, the Toro will be limited – at least initially – to the Latin American market. There it's set to be introduced early next year by Fiat Automoveis Brasil, which also offers the Strada pickup car. Whether the Toro ever makes it out into other markets remains to be seen, but we wouldn't hold out too much hope of getting a Ram version this far north as Chrysler doesn't think there's a market for compact or mid-size pickups in America to replace the old Dakota. Ram boosts Heavy Duty truck claims for 2015 [w/video]

The heavy-duty truck segment boasts some of the tightest competition of any automotive niche in the US. Being able to tout just one best-in-class figure can be a marketing advantage over competitors, and Ram Trucks is adding one more accolade to its tally with a powertrain update for the 2015 Ram 2500 and 3500 Heavy Duty pickups. Ram now claims best-in-class ratings for torque, towing and payload, depending on configuration.
The major change comes for the 3500 HD with a boost in torque for its Cummins 6.7-liter, inline-six diesel engine. It now produces a meaty 865 pound-feet of twist, a boost of 15 lb-ft, which is the best figure in its segment, according to the company. To eek out the extra power, the mill has more aggressive fuel delivery, and the turbo has been recalibrated. Of course, more grunt would be meaningless if drivers couldn't do anything with it, and the tweaks help allow payload to grow to 7,390 pounds, up from a rating of 7,320 pounds last year. The max towing rating remains unchanged at 30,000 pounds, though.
The rest of the powertrain lineup carries over from last year. The base HD mill is the gasoline-fed 5.7-liter V8 with 383 hp and 400 lb-ft and a six-speed automatic. The next step up is a 6.4-liter V8 with 410 hp and 429 lb-ft. There are also three trims of the 6.7-liter Cummins diesel starting with 350 hp and 660 lb-ft with a six-speed manual gearbox. If buyers opt for a the 68RFE six-speed auto, they get 370 hp and 800 lb-ft. Finally, there's the updated, top-rung version with 385 hp and 865 lb-ft with an Aisin six-speed automatic transmission.
