Feds sue Fiat Chrysler, accuse it of cheating on diesel emissions

WASHINGTON - The US government has filed a civil lawsuit accusing Fiat Chrysler Automobiles NV of using software to bypass emission controls in diesel vehicles. The Justice Department suit, filed in US district court in Detroit, is a procedural step that may ramp up pressure on Fiat Chrysler. The suit could ultimately help lead to a settlement, as in an earlier probe of rival Volkswagen AG that will cost VW up to $25 billion, but which affected a much larger number of vehicles. VW admitted to intentionally cheating while Fiat Chrysler denies wrongdoing. It did not immediately comment on Tuesday. US-listed Fiat Chrysler shares were down 2.9 percent at $10.44. The suit also names Fiat Chrysler's unit V.M. Motori SpA, which designed the engine in question. Reuters reported last week the Justice Department and EPA have obtained internal emails and other documents written in Italian that look at engine development and emissions issues that raise significant questions. The investigation has scrutinized VM Motori. FCA acquired a 50 percent stake in VM Motori in 2010 and the remainder in October 2013. The lawsuit asserts the Italian-American automaker placed undeclared "defeat devices," or auxiliary emissions controls, in 2014-2016 Fiat Chrysler diesel vehicles that led to "much higher" than allowable levels of nitrogen oxide, or NOx pollution, which is linked to smog formation and respiratory problems. The suit seeks injunctive relief and unspecified civil penalties. EPA said in January the maximum fine is about $4.6 billion. In January, EPA and California accused Fiat Chrysler of illegally using undisclosed software to allow excess diesel emissions in 104,000 U.S. 2014-2016 Jeep Grand Cherokees and Dodge Ram 1500 trucks. Fiat Chrysler said on Friday it plans to update software that it expects will resolve the concerns of U.S. regulators about excess emissions in those vehicles. The January notice was the result of regulators' investigation of rival Volkswagen, which prompted the government to review emissions from all other passenger diesel vehicles. Volkswagen admitted in September 2015 to installing secret software allowing its cars to emit up to 40 times legal pollution levels. In total, VW has agreed to spend up to $25 billion in the United States to address claims from owners, environmental regulators, states and dealers and offered to buy back about 500,000 polluting US vehicles.

Say goodbye to the Dodge Dart and Chrysler 200

Fiat-Chrysler CEO Sergio Marchionne outlined an update to the company's five-year business plan Wednesday, and among the changes, the Dodge Dart and Chrysler 200 sedans will soon be phased out. The company's presentation to investors states that the "market shift from cars to trucks and UVs [utility vehicles is] now seen as permanent shift in demand," and FCA wants to respond as quickly as possible. Killing the 200 and Dart will allow FCA to build more Jeep and Ram models at the Sterling Heights, MI, and Belvidere, IL, plants where the sedans were produced. We already knew FCA was planning to shift 200 and Dart production to Mexico, to free up the Sterling Heights facility for Ram 1500 production, and the Belivdere site for Jeep Cherokee output. The Cherokee will move from its current home in Toledo, OH, to allow for increased Wrangler production. It's no shock that FCA wants to shift its focus to crossovers and trucks. In December 2015, for example, combined sales of the Dodge Dart and Chrysler 200 were 15,310. The Jeep Cherokee, which uses the same platform as the Dart and 200, outsold both models combined, with 24,049 sales. Both the Dart and 200 had troubles from the beginning. Marchionne recently blamed designers for the 200 not receiving a Consumer Reports 'recommended' rating, and the Dart was one of the lowest-scoring cars in a CR reliability study. A plea for Ram to build the Hellcat-powered Rebel TRX concept

The Rebel TRX Concept is a high-performance off-roader with a supercharged 6.2-liter Hemi V8 that's capable of traveling at speeds of up to 100 miles per hour on rough terrain. There's only one other road-legal machine that has the same off-roading capabilities as the concept – ahem, the Ford F-150 Raptor – and if there's ever been a vehicle that Ram needs to build, it's this one. The market is saturated with pickup trucks of various sizes. Ram itself offers options for consumers looking to tow massive cargo or go off-roading with the Power Wagon and Rebel. But there's also a clear market for the hardcore off-roader, and the Raptor has gone unchallenged for too long. This content is hosted by a third party. Demand for the vehicle skyrocketed and after a few years, Ford had to up production from three to five trucks per hour at its Dearborn Truck Plant in 2013. The original V8 model immediately gained stardom for being a purpose-built machine capable of tackling rough terrain at high speeds. The latest 2017 Raptor is shaping up to be a brute in its own right. Gone is the 6.2-liter V8, which has been replaced with a modern twin-turbocharged 3.5-liter V6. Despite having a much smaller engine than its predecessor, the upcoming Raptor boasts better performance at 450 horsepower and 510 pound feet of torque – up from the V8's output of 411 horsepower and 434 pound feet of torque. With Fox lending a hand with some high-performance shocks and the pickup truck getting various off-roading modes, including one called "Baja," few road-legal machines will be able to match 2017 Raptor when asphalt runs out. Even still, the Rebel TRX concept looks and sounds like it's in a different league. The Rebel TRX concept's design is the perfect combination of speed and looks, which makes it hard to believe that Ram built the concept in just three months, according to an engineer. A higher-up within FCA sent in the demand, and the Ram team obliged with a fully functioning prototype. The Rebel, which Ram has always said is not a Raptor-fighter, can be fitted with the 5.7-liter Hemi V8, while the larger Power Wagon is equipped with the 6.4-liter V8. The supercharged 6.2-liter V8 (the Hellcat engine), as an engineer points out, makes sense in the concept.
