EPA suspected Fiat Chrysler of using 'defeat device' in 2015

U.S. regulators told Fiat Chrysler Automobiles in November 2015 that they suspected some of the automaker's vehicles were equipped with secret software allowing them to violate emission control standards, according to emails disclosed on Friday. The U.S. Environmental Protection Agency and California Air Resources Board accused Fiat Chrysler in January of using the software, known as a "defeat device," to illegally allow excess diesel emissions in 104,000 Jeep Grand Cherokees and Dodge Ram 1500 trucks built between 2014 and 2016. Byron Bunker, director of the EPA's Transportation and Air Quality compliance division, said in a January 2016 email to Fiat Chrysler, obtained by Reuters under the Freedom of Information Act, that he was "very concerned about the unacceptably slow pace" of the automaker's efforts to explain high nitrogen oxide emissions from some of its vehicles. Nitrogen oxide is linked to smog formation and respiratory problems. Bunker's email said the EPA had told Fiat Chrysler officials at a November 2015 meeting that at least one auxiliary emissions control device on the car maker's vehicles appeared to violate the agency's regulations. Mike Dahl, head of vehicle safety and regulatory compliance for Fiat Chrysler's U.S. unit, responded in a separate email that the company was working diligently and understood the EPA's concerns. He added that if the EPA identified Fiat Chrysler vehicles as containing defeat devices it would result in "potentially significant regulatory and commercial consequences." The documents redacted the vehicles named, but two officials briefed on the matter said they referred to diesel models. The EPA's November 2015 meeting with Fiat Chrysler came two months after Volkswagen AG, mired in a major tailpipe emissions scandal, admitted to installing secret defeat device software in hundreds of thousands of U.S. diesel cars to make them appear cleaner than they were on the road.

Ram, Jeep redesigns on hold, Alfa Romeo models may come sooner

Last summer, FCA outlined an ambitious five-year plan that sketched out the company's product intentions for each of its brands through the end of 2018. However, even the best strategies sometimes need tweaking. According to Reuters after speaking with unnamed people at auto suppliers, FCA is now possibly delaying at least a dozen projects in North America for a variety of reasons. From vehicle to vehicle, these postponements allegedly last anywhere from just a few months to over a year. The sources from the suppliers claim that in some cases these tweaks are for engineering and design changes. The next-gen Ram 1500 reportedly has among the shorter delays and is being pushed from mid-2017 to November 2017, according to Reuters. Also, the much-discussed future Jeep Wrangler is allegedly moving a little later to July 2017. Among the vehicles purportedly seeing longer delays, the next-gen Grand Cherokee could get pushed back about a year to 2018. That then forces the launch of the three-row, luxury Grand Wagoneer to be even further away. Jeep's upcoming C-segment CUV and the all-new Chrysler 300, Dodge Charger, and Challenger might also see postponements. The one brand allegedly seeing an accelerated plan is Alfa Romeo. Without going into detail, the sources from these suppliers claim that the Italian automaker is getting even more vehicles for its lineup and could get them even faster than planned. "Those plans need to be flexible and fluid, with the potential to add some vehicles, pull some forward and extend the life cycle of others," FCA said to Reuters about all of these allegations. "We look at these programs on a vehicle-by-vehicle basis." Investment in the auto industry has been a major topic for FCA CEO Sergio Marchionne as of late. He believes consolidation is necessary so that companies aren't burning money on the same projects. Italian coachbuilder wraps a modern-day Citroen van in a retro skin

Italian coachbuilder Caselani resurrected an obscure, often-forgotten model from Citroen's past to offer van buyers an additional retro-styled option. Called Type HG, it's based on the current-generation Citroen Jumpy. One of the French carmaker's best-known vintage vans is the Type H, which was built with only minor changes from 1947 to 1981. It's aged into a sought-after classic that's popular as a food truck and as a camper from Paris to Sydney. Few realize Citroen planned to release a smaller model named Type G which looked almost exactly like the H but used an air-cooled flat-twin engine shared with the 2CV. Several prototypes were made, but the project was canned in favor of the 2CV-based, nine-horsepower AU van released in 1951. It's this little-known prototype that only exists in Citroen's official heritage collection and in the minds of the most indoctrinated French car enthusiasts that Caselani chose to bring into the 21st century. And, because the Type G (shown below) was a shrunken copy of the Type H from a design standpoint, making a body kit that fits the Citroen Jumpy was relatively simple. Caselani liberally borrowed styling cues from its modern version of the Type H, which is based on the larger Citroen Jumper sold as the Ram ProMaster in the United States. It adds a new-look front end with a vertical grille, chromed chevrons, and round headlights positioned as far out of the body as regulations permit, corrugated body panels, and a redesigned rear end. Whitewall tires are optionally available. Caselani offers the Type HG as a passenger van, a crew-cab van, and a panel van. Pricing starts at 29,400 euros before taxes are factored in, a sum that represents about $35,000 and that corresponds to a short-wheelbase panel model powered by a 100-horsepower, four-cylinder turbodiesel engine. Alternatively, motorists who already own a Jumpy can purchase the transformation kit on its own for 14,800 euros (about $17,500). For added peace of mind, Caselani pointed out the conversion was created with Citroen's input, and the brand authorized the kit. We know what you're thinking: what on earth is a Jumpy? It slots between the Berlingo, which competes in the same segment as the Ford Transit Connect, and the Jumper, which is marketed as an alternative to the Ford Transit.
