Berlin demanding costly German recall of 12 million diesel cars

BERLIN - Germany's Transport Ministry is in talks with car manufacturers about updating the engine management software of up to 12 million diesel vehicles, people familiar with the talks told Reuters on Monday. The cost of updating cars could amount to as much as 1.5 billion to 2.5 billion euros ($1.7 billion to $2.8 billion), and the ministry is demanding that vehicles with engines conforming to the euro-4, euro-5 and euro-6 standards be part of the recall, government sources said. The German government has demanded that the auto industry shoulder the costs of the update and is pushing for a solution to be presented before German elections on Sept. 24. The ministry is in talks with German auto industry associations VDA and VDIK as well as representatives from local governments to try and cut nitrogen oxide pollution by about 25 percent, the sources said. The talks come amid growing opposition to diesel in the wake of an emissions cheating scandal at Volkswagen. Several European cities including Stuttgart and Munich have considered banning some diesel vehicles because of emissions of nitrogen oxides, which are blamed for causing respiratory disease. Mysterious Porsche 911 Cabriolet spied, could be GTS

While Porsche's designers can jokingly be accused of being some of the laziest in the industry due to the incremental changes to the 911's iconic design, no such charge can be leveled against the engineers and product planning folks. That's because it seems like each week arrives with news of a new variation of the marque's iconic rear-engined sports car. So, for this week, we've brought you images of what we think is the new 911 GTS Cabriolet, undergoing testing in a thawing winter wonderland.
Now, what is it that gives this 911 away, compared to standard convertible? Well, the big thing is the new offset, center-mounted exhausts. Borrowing a page from the last Volkswagen R32, these exhaust tips are unlike anything we've seen from Porsche. Only the GT3 wears center pipes, and unlike these spy photos, the twin pipes on the track-minded 911 are stacked neatly alongside each other. The other change spotted by our spies is the set of active-aerodynamic flaps in the front bumper, which can automatically channel air toward the brakes for increased cooling, or close off to reduce drag, as needed.
Those exhausts are a pretty big design detail, and so far as we can tell is the only differentiator between the other 911s in this car's posse. Our spies speculate that this could be a 911 Speedster, but point out that both the canvas roof and windshield remain unchanged - the rumored Speedster model would almost certainly feature a different roof assembly along with a steeply raked windshield.

The day began cold and clear. It felt like a perfect late autumn afternoon to flog the 2015 Porsche 911 Targa 4S on the backroads west of Detroit. So it seemed, anyway. An impromptu snow squall came out of nowhere, dampening the roads and our spirits, though the latter quickly were lifted as we began putting our German sports car through its paces. Quite simply, the 911 Targa 4S is up for almost everything. The all-wheel-drive system kept us poised and secure – it takes a bit to unsettle this 911 when all four wheels are clawing at the pavement. We still had 400 horsepower on tap, which is a riot to channel via the seamless PDK gearbox in any condition. Yes, this is a Targa, so even in the snow we dropped the top, cranked the seat heaters and had a heck of a good time. It's hard not to when you're motoring in something that starts at more than $120,000. Still, weather in Michigan can throw anyone a curve. We dealt with it, and luckily, you don't have to.
