Recharge Wrap-up: BMW to test autonomous cars, Korea bans sales of BMW, Nissan, Porsche models

BMW will test autonomous cars on public roads by the second half of 2017. The German automaker, with partners Mobileye and Intel, will operate a fleet of 40 self-driving vehicles using a "scalable architecture" that will be made available to other automakers. The partners plan to offer products ranging from key components to "a complete end-to-end solution" for autonomous driving. Since parting ways with Tesla, Mobileye also recently announced it would provide its technology to Lucid Motors. For BMW, it all leads up to its fully autonomous iNext model slated for introduction in 2021. See the video above, and read more in the press release from Intel. South Korea has banned the sale of certain models from BMW, Nissan, and Porsche over emissions cheating. Following an investigation, regulators determined emissions testing documents to be falsified. The country's Ministry of Environment has fined the three automakers a total of $5.9 million, and revoked the certification of 4,523 vehicles across banned 10 models. Six of the models were still on sale, while the other four have been discontinued. Read more from Automotive News Europe. China's prices for the Cadillac CT6 Plug-in are significantly higher than those announced for the US. The plug-in hybrid version of the luxury sedan recently went on sale with the two variants priced at RMB 558,800 and RMB 658,800. At the time of this writing, that's $80,420 and $94,812. Cadillac announced it would bring the CT6 Plug-In Í– which is built in China – to the US in the spring of 2017, starting at $76,090 before federal and local tax incentives. Hybrid Cars points out that China's own generous incentives could help to make it more competitive. A Connecticut court has ruled in favor of Tesla's gallery showroom in Greenwich. Last May, the Connecticut Automotive Retailers Association brought the suit to block the showroom on Greenwich Avenue, which has now been dismissed by the Connecticut Superior Court. Tesla cannot offer test drives, sell cars, or operate a Supercharger at the location, but it can sell other branded items and educate the public about its vehicles. It's possible that the issue of Tesla's direct sales model could come up again this year in Connecticut state legislature. Read more at Teslarati .

Porsche 911 going all-turbo this year save for GT3 and GT3 RS

The coming Porsche 911 GT3 RS will represent another high-water mark for the brand, and another milestone. Its 500-or-so horsepower and extreme aero are predicted to lop more than five seconds off the 7:20 Nurburgring lap time of the current GT3, making it "comfortably less" than 7:20. Beyond that, its naturally-aspirated 3.8-liter will form the basis of the turbocharged engines going into the standard range of 911s later this year as 2016 models. That's right – if you're looking for a sub-GT3 911 that gulps its air without compressed assistance, then you've only got a few months to get a new one into your garage. Emissions regulations are the reason, of course, with Porsche's R&D chief Wolfgang Hatz saying that, "Every new model will have lower CO2 than before," and "if you look at euro per g/km, then it's turbo." We don't know what the engine lineup will look like, however; a few months ago Car reported that the base 911 would get a smaller-displacement version of the engine, while the S would stick with 3.8-liter displacement and jump to 520 horsepower, which is the same as the current Turbo. After that, Hatz said, "at the end of the decade electrification has to be the next huge step." That means a hybrid 911 is being cooked up somewhere. Yet even as the brand leaps into the new, there's a chance it could dip a toe back into the old: the 911 GT3 RS will launch with a PDK, but Hatz's team is considering adding the option of a seven-speed manual. Elsewhere in the range, the Cayman GT4 is being engineered by Porsche Motorsport as an entry-level racer, with more power than the current Cayman GTS to go with some serious weight loss. They are also developing a track-only model for privateers. The standard Boxster and Cayman will get turbocharged flat-four engines, but there'll be a sporty Boxster that also loses weight and gets more power than the 325-hp Boxster GTS. And that mid-level supercar that's been floating in the ether for years and supposedly sent to purgatory again just last November? It's on the way by 2020 "at the latest," and will use a version of the new V8 that will eventually go into the Cayenne and Panamera. Porsche working on turbo V12 for Putin limo project?

Porsche is best known for building very well-regarded sports cars and better-selling utility vehicles. Come to the company with a big enough bag of cash, though, and the Porsche Engineering division can create just about anything. The group's past projects include working with Harley-Davidson, Mercedes-Benz and corporate cousin Audi, but if rumors prove true, then its latest partner might be the last one you'd expect.
Russian website Wroom reports that Porsche Engineering is building the engine for the Project Cortege government limousine project for Russian president Vladimir Putin. The mill is supposedly a turbocharged V12 displacing between 6.0- and 6.6-liters and making around 800 horsepower. When complete, it will reportedly be built by ZMZ with Russian-sourced parts.
The limo is expected to debut in 2017, according to Wroom, but it's just the beginning of Putin's grandiose plans, which also goes by the name of the Motorcade Project. The same platform is also meant to underpin several vehicles for use by the government, including an SUV, a small bus and a sedan. All of them would reportedly have a longitudinally mounted engine and all-wheel drive.
