Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Convocation of eagles takes over bed of Nissan pickup

Let this be a lesson to those of you who plan to visit Unalaska, Alaska (yes, it's a real city on Unalaska Island in the Aleutian Islands): If you park at Safeway with a garbage bag full of fish fillets in your pickup's bed, the eagles will find you. That's what happened above when an unidentified man parked his Nissan and returned to find a convocation of bald eagles feasting on his fish.
Neither the man nor those parked near his truck could get to their cars for fear of getting a beatdown from The 'Murica Bird, and police were called to break it up, which they did with neither beast nor fowl injured in the process.
Other than being awesome watching, other things we can take away from this video are the question who comes up with bird gathering names (a "murmuration" of herons and an "unkindness" of ravens?), and the bounty of this comment left by user "Abraham" at the KUCB news report: "It's just that the luxury edition has so much more eagle, it saddens me to think of you missing out." Nissan working on something radical for Le Mans

With Porsche joining Audi and Toyota at the front of the LMP1 grid at Le Mans next year, Nissan is the next to be throwing its hat (and considerable R&D budget) into the proverbial ring. But only if it's allowed to do something radically different, according to the latest report in Car magazine.
Just what that means remains to be seen, but Nissan is reportedly in active discussions with the ACO (the body that governs the race) to see how far it can stretch the regulations. The ACO has taken an intriguingly different approach to equalizing performance, mandating the maximum amount of energy that can be used per lap instead of telling teams what kind of engines they can use. That's how Porsche is entering with a four-cylinder engine, Toyota with a V8 and Audi with a diesel six. But when it comes to the shape of the car itself, the rules are considerably more restrictive.
Unfortunately the rules would prohibit Nissan fielding the ZEOD RC (with its narrow front track) in the LMP1 class, relegating it instead to the Garage 56 slot for experimental racers (which the DeltaWing filled before). And the realities of endurance racing would effectively prohibit anyone from fielding an all-electric racer. Within those confines, though, Nissan is eager to find enough wiggle room to make something both visually and technically different from other LMPs. And if the ACO won't let it do so at Le Mans, it could turn to another race or series (like the Nürburgring 24) that would.
