Here's how to follow this weekend's 24 Hours of Le Mans

In the pantheon of motorsports, the 24 Hours of Le Mans stands as one of the great endurance challenges to man and machine. This year's event in France already looks to be one for the ages with Porsche setting record-breaking times in practice and the competition debut of Nissan's front-engine, hybrid racer. Thankfully, there's a massive list of ways to follow this automotive attraction. Reilly Brennan, the Executive Director of the Revs Automotive Research Program at Stanford University, and a friend of Autoblog, has once again assembled a helpful couch-kit to organize many of the options. Unfortunately, the old-school way of just turning on the television might be the most frustrating way to watch Le Mans this year. Fox Sports 1 and 2 are carrying about half the race, but the coverage bounces between them seemingly at random. The broadcast begins on Fox Sports 2 at 8:30 AM Eastern ahead of the 9:00 AM start and lasts there until 12:00 PM. Things don't pick up again until 7:00 PM Eastern on Fox Sports 1 for an hour, and the channels swap back and forth more from there. The Fox Sports Go streaming app offers more, but even it stops showing the race a few times. Thankfully, streaming Le Mans is easy. If you can't dedicate 24-hours on the couch, Radio Le Mans lets you listen to audio commentary anywhere with some of the best announcers in the biz. The Automobile Club de l'Ouest, the governing body for the race, also offers an official video stream in an app for $9.99. For a really low-tech solution, the official Twitter is another choice. Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

*UPDATE: Nissan has released a video of the Leaf in Puerto Rico, so we've embedded it below. Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Williams said he'd only try a similar event in the future if sponsorship were provided up front. Read more at Green Car Reports. The Nissan Leaf will finally go on sale in Puerto Rico.

World's cheapest Nissan Leaf costs just $9,460

If you thought electric vehicles were expensive, head on over to Rotterdam in the Netherlands. There, you can buy a Nissan Leaf for the amazingly low price of just 7,450 euros ($9,460 US). Or, if a practical delivery van is more your style, check out the Nissan e-NV200 Visia Flex, which is absurdly priced at 4,950 euros ($6,400). Now, you might be thinking, those prices don't seem right, and this isn't a case of Nissan slashing the price like someone in I Know What You Did Last Summer. Instead, these deals are already and unsurprisingly being called the "world's best EV incentives." The great deals - available to businesses only – are due to generous national and local government incentives that are designed to take dirty vehicles off the road. Things like scrappage incentives (worth 2,500 euros, or $3,240) and free parking for EVs as well as home charger incentives stack up until they bring the price of a new EV down to the levels listed above. Jordi Vila, the managing director for Nissan Netherlands, told Automotive World that, "By scrapping older vehicles and incentivising buyers to replace them with zero-emission electric vehicles, Rotterdam is taking a huge step in improving air quality." As great as these deals are, it turns out that most car buyers are unaware of EV incentives. This is too bad, since there is a short but interesting history of tremendous deals on plug-in vehicles, like the $10,000 discount on the Mitsubishi i-MiEV (or the $69/month lease on that thing). For pure "dollars off" value, though, nothing beats the $30,000 in total incentives that maybe be available in some Japanese prefectures for hydrogen vehicles, which might expand all the way to free H2 cars.
