Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Honda, Nissan and Mazda recalling 3 million vehicles for airbag inflators

Three million more vehicles can be added to the worldwide tally to be repaired for the faulty airbag inflators supplied by Takata. Honda, Nissan, and Mazda have all issued recalls to replace the bad part, including about 1.2 million of them in North America. NHTSA has been investigating all three companies, plus Chrysler and Toyota, for potentially affected vehicles.
Honda is recalling roughly 1.02 million Civic, CR-V, Odyssey and Element models In North America, built between April 2000 and October 2002. Mazda needs to repair 14,794 units of the RX-8 and Mazda6, and Nissan has 228,000 vehicles in North America to be fixed.
Chrysler is also starting what it calls a "regional field action" to replace the inflators in the 2006 Dodge Charger, according to a company spokesperson. The company says that it has not yet found the problem in any of its vehicles, but it's being done "out of an abundance of caution." The final number of Chargers affected will be announced later this week.

Nissan Leaf Nismo RC Concept [w/video]

Nissan took the wraps off its Leaf Nismo RC Concept at the New York Auto Show more than two years ago. As inferred, the vehicle shares many of its pure-EV components with the production Leaf currently sitting in your dealer's showroom. But don't assume the concept is a placid, family friendly, four-place, front-wheel-drive plug-in for grabbing groceries - the RC (as in "Racing Challenge") is a purpose-built, two-seat, rear-wheel-drive prototype race car tuned for the short track.
The RC Concept is fitted with an 80-kW AC synchronous motor driving the rear wheels and drawing power from a 48-module lithium-ion battery. While the motor and battery are nearly identical to the consumer-friendly Leaf, a sleek full carbon-fiber monocoque body shell and a slew of other enhancements mean the RC is 40-percent lighter, a foot shorter in overall height and nearly seven inches wider than its commuter namesake. Nissan says the RC Concept will hit 62 miles per hour in about 6.8 seconds, top out at 93 mph and run for about 20 minutes under race conditions (it will accept an 80-percent charge in 30 minutes with a quick-charger). Understandably, if a zero-emissions motorsport series comes to fruition, the races would be short and nearly silent.
We caught up with the Leaf Nismo RC concept in Southern California, where we were offered the opportunity to zip it around a tight autocross at the former Marine Corps Air Station, El Toro.
