Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Nissan-Renault and game developer plan driverless ride-hailing

TOKYO - The Nissan and Renault alliance plans to launch driverless ride-hailing and ride-sharing services in coming years, as the automakers look beyond making and selling cars to survive an industry being quickly transformed by new services. Automakers are leveraging expertise in automated driving functions for mass-market cars to develop mobility services, as they compete with tech firms such as Alphabet Inc and Uber in the fast-growing "pay-per-ride" market which threatens to hit demand for car ownership. Ogi Redzic, head of Nissan-Renault's Connected Vehicles and Mobility Services division, said the alliance would begin self-driving services based on its electric cars "certainly within 10 years," though not likely before 2020. "We think that the big opportunity for us is in automation, electric vehicles and ride-sharing and hailing together," Redzic said in an interview on Thursday. Nissan and Renault join a small group of automakers aiming to enter the ride-hailing market, which Goldman Sachs last month estimated would grow eightfold by 2030 to be five times the size of the taxi market. Redzic said the Japanese and French partners were testing self-driving vehicles, and that any service would run on pre-mapped courses with predetermined pick-up and drop-off points. The two automakers are developing the system with Japanese game software maker DeNA Co Ltd and French public transport operator Transdev SA. German rival BMW AG is also testing autonomous vehicles for use in ride-hailing services, while Uber has been developing self-driving technology. U.S. tech firm nuTonomy Inc and ride services company Lyft Inc, which counts General Motors Co as a major shareholder, this month announced they would begin piloting an autonomous vehicle ride-hailing service in Boston. Redzic said to market a self-driving service, regulations need to change to allow driverless cars on roads. At the moment, most global jurisdictions do not expressly authorise vehicles to operate on regular roads without a driver. "It doesn't just depend on us," he said. Nissan recalling 909k vehicles globally over accelerator issue

Nissan is issuing a massive recall that will see the Japanese automaker repair 908,900 vehicles worldwide, with nearly 100,000 of the affected models in the United States. While an official recall notice from Nissan or the National Highway Traffic Safety Administration is not yet available, Reuters has been able to confirm the recall with Nissan.
Nissan's recall is kind of the opposite of the Toyota unintended acceleration, in that it covers a lack of acceleration. According to the report, a sensor in the gas pedal can develop faults, leading to a sluggish acceleration or an outright stall regardless of how much throttle the driver dials in. The huge recall covers mostly Japanese domestic models like the Serena, X-Trail, Lafesta and Fuga, which make up for 764,800 of the 908,900 faulty vehicles. However, 98,300 Infiniti M sedans are being recalled in the US, although it's unclear at this time which model years and trims are affected. The remaining vehicles are found in Europe and Oceania, according to Nissan spokesman Chris Keefe.
No injuries or accidents have been reported due to the faults. The 90-minute repair will see techs replace the accelerator pedal and tweak the engine control programs. We'll update this story as soon as Nissan or NHTSA makes an official statement.
