Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Nissan Juke-R pitted against Bugatti Veyron in brilliantly odd drag race

The Nissan Juke-R must've been a tough car to build a business case for, yet the madcap little crossover with the heart of a GT-R is now a production reality. Admittedly, we should probably assign some quotes around "production," since the vehicle is being built on a one-by-one on-demand basis at extraordinary cost - at an estimated price of well over $600,000, it has little in common with the already bonkers everyday Juke. We're just happy it exists at all.
With 545 horsepower, we also didn't figure it needed more power. But that apparently hasn't stopped the tuning community, which probably only had to adapt performance adders designed for the GT-R to the mechanically similar CUV. Thus, we end up with this mile-long drag race, which pits a Bugatti Veyron against a Juke-R prepared by an outfit called Shpilli Villi Engineering with a claimed 700 horsepower. That's still well down on horsepower versus the legendary quad-turbo supercar, but the much smaller Nissan also figures to be a lot lighter while boasting similar all-wheel-drive traction. We don't have much more information to go on other than this video, and it doesn't appear that both drivers necessarily got their best runs in, but it certainly makes for jaw-dropping watching. Ghosn orders Nissan USA to double sales by 2017

Nissan CEO Carlos Ghosn has just one teensy-weensy request for its United States arm: Double your sales by 2017.
"China was not our biggest, I would say, disappointment. It was mainly the United States. We were expecting a strong year in the United States. It didn't happen," Ghosn said, speaking at a conference after announcing Nissan's 2012 fiscal results, Automotive News reports. Because of this, Ghosn has ordered his US executives to iron out the problems that affected new vehicle launches and to strengthen the company's dealer network.
In 2012, Nissan's US sales rose to 1.1 million units - a five-percent increase, and a record, at that. But the company's overall market share fell from 8.2 percent to 7.7 percent, putting the company further away from its goal of having a 10-percent stake overall.
