North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Full 2015 Chevy City Express details revealed

If you're thinking, "hey, that looks familiar..." you aren't alone. We've already seen photos of the 2015 Chevrolet City Express van. And before that, we've already learned everything there is to know about the Nissan NV200 upon which its quite obviously based. Now, though, the City Express is holding its official coming out party at the Chicago Auto Show, and we finally have the official details about what'll hopefully make this van attractive to work-minded buyers.
To no one's surprise, the City Express doesn't offer any mechanical differentiation from its Nissan equivalent. Power comes from a 2.0-liter inline four-cylinder engine rated at 131 horsepower and 139 pound-feet of torque, mated exclusively to a continuously variable transmission. Of course, the purpose of the City Express is less about what's under its hood and more about what it can haul in its capacious cargo area. Chevrolet says the front passenger seat can fold flat to create a work space or accommodate longer objects in the cargo bay, there's a center console designed specifically for maximum storage capability and both sides of the van have sliding doors. In addition, there are a plethora of integrated cargo mounts, floor-mounted D-rings and roof rack mounts throughout the vehicle.
Visually, Nissan's NV200 has never exactly been a handsome thing to begin with, and this City Express doesn't really tweak it for the better - to our eyes, it might even be less attractive. Even the design of the 15-inch wheel covers have been left alone, though the Chevy shown here appears to wear chrome-finished units.

The little yellow guy in the right lane above with the "Flitzer" license plate looks like a Trabant 601 wagon and it's called a Trabant, but it's got little to do with the impoverished East German runabout that did its part to drive Communist ideals further into the ground. You'd almost be forgiven for not knowing there's a turbocharged 3.0-liter engine up front, until you have look at that rear track... and the wheelie bars in back.
So with a power-to-weight ratio akin to an LS9-powered scooter, it's no surprise that the Trabbi puts a pasting on a slightly tuned, 580-horsepower Nissan GT-R - we don't know what happened with Godzilla's shifting, but it was all over from the hole shot. It's still fun to watch, though, and you can do that in the video below.
