Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Renault-Nissan promises 10 autonomous models through 2020

Renault-Nissan boss Carlos Ghosn promised back in 2013 to have autonomous technology on the road by 2020, and now the automaker has pledged to have more than 10 models ready in that time with varying levels of autonomous capabilities. The company claims it will offer these systems to customers around the world at affordable prices in major markets like the US, Europe, Japan, and China. Renault-Nissan will introduce driverless tech in multiple phases over the next four years. The first step will come later this year with the introduction of a single-lane autonomous system that will be able to go down the highway and manage stop-and-go traffic automatically. The next innovation in 2018 will offer multi-lane capability, and the ability to automatically pass other vehicles on the road. Another big jump will come in 2020 with the ability for models to navigate intersections and urban areas without a driver's control. Renault and Nissan engineers will develop all of this together, and the results will be available in both of the company's brands. Ghosn explained this roadmap towards an autonomous future last year but cautioned that Renault-Nissan didn't plan to take complete control away from owners. Instead, the company sees these systems as a way to make people even safer behind the wheel by reducing the chance for driver error. The automaker's deliberate introduction strategy is prudent because it can potentially adapt to proposed regulations that could mandate rules on how piloted vehicles operate. What happens to Renault-Nissan after Ghosn is gone?

Carlos Ghosn is a very, very busy man. Like, really busy. As in, he heads up three automakers (and their subsidiaries), running facilities in 68 countries and selling vehicles in 170 different markets across the globe. He flies over 300,000 miles per year and works 15 to 16 hours a day, just to manage an alliance between the Japanese and French that's responsible for an expected $140 billion in sales this year alone. The Chairman and CEO of the Renault-Nissan Alliance, Ghosn has managed a number of remarkable feats during his time at both automakers, but there are some that are questioning how much longer the 60-year-old exec can handle the punishing nature of his responsibilities. According to Fortune, six months ago Ghosn signed a four-year contract to continue running Renault, while his tenure at Nissan will continue until at least 2017. Beyond that, though, the future is rather murky, and it's made worse by the high-level turnover that Renault-Nissan has experienced over the past few years, losing execs like Carlos Tavares, Johan de Nysschen and Andy Palmer.
