Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. Fiat Chrysler Automobiles (FCA) offered no comment in response to the accusations. Read more from Reuters. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Renault wants to merge with Nissan, then go after Fiat Chrysler

The late Sergio Marchionne used to say consolidation would be the only way to compete against the biggest global carmakers. The company looks certain to fulfill that goal, but perhaps not in the way he intended. The Financial Times reports that Renault wants to begin merger talks with Nissan in the next 12 months. Assuming a merger gets completed, the plan is for the combined company to then pursue another merger, with Fiat Chrysler a prime target. Renault, Nissan, and Mitsubishi have been busy since cutting ties with ex-alliance boss Carlos Ghosn. They formed a new alliance board with Renault chairman Jean-Dominique Senard at the helm, Renault has shrunk the size of its board while Nissan added more outside directors, and the two agreed to a new governance structure to ease operational decision making. All three automakers have walked away from Ghosn-era goals to sell 14 million cars and find 10 billion euros in savings by 2022. New strategic plans for all three car companies are in the works. With stability in sight, it's said Senard wants to succeed where Ghosn failed — a full-fledged merger between Renault and Nissan with talks to begin "as soon as possible." Ghosn's pursuit of a merger last year in attempt to make the 20-year-old alliance "irreversible" is part of what led to his downfall, with Nissan executives including CEO Hiroto Saikawa against the push. The new effort is presented as larger scale being the only way for the alliance to take on companies like Volkswagen and Toyota. But the Nissan-Renault-Mitsubishi trio sold 10.76 million cars around the world last year, second to Volkswagen with 10.83 million sales, ahead of Toyota with 10.39 million. If Nissan hadn't suffered a 2.8 percent dip in sales, the alliance would have taken the top spot. If a little scale is good that means more is better, right? Pulling Fiat Chrysler into the alliance would add around 5 million annual sales, and would be another move in Ghosn's footsteps. The former honcho is said to have "held talks with FCA" about some kind of union within the past three years. The French government, which has a 15 percent stake in Renault and double voting rights, shut down the initiative. It's not clear if FCA will be an independent company by the time a potential Nissan-Renault merger closed, though.

You'll soon be able to buy an EV in China for just $8,000 after incentives

Renault is eventually looking to sell an electric vehicle in China that will cost as little as $8,000 after government incentives kick in. According to Reuters, Renault-Nissan chief Carlos Ghosn offered the prediction at the New York Times Energy for Tomorrow conference in Paris this week. Granted, China government incentives are approaching $20,000 per vehicle, as China looks to address its cities' notorious pollution problem, so there's some wiggle room with that price. And of course, the devil is in the details, and Ghosn didn't provide any. Still, such a low-priced EV would likely challenge the dominance of China-based EV makers BYD and Kandi. And the effort would likely be lucrative, given that it has been predicted that China will become the world's largest EV market by the end of the decade. In fact, the publication EV Sales said earlier this year that as many as 300,000 EVs will be sold in China in 2016 (by comparison, Americans bought about 100,000 EVs and plug-in hybrids combined through the first 10 months of the year). BYD is expected to sell 75,000 Tang SUV units this year. With such growth expectations in mind, automakers are focusing on China for potential EV development. Earlier this year, Volkswagen Group said it signed a memorandum of understanding with China's Jianghuai Automobile (JAC) for plug-in vehicle production. Mercedes-Benz parent Daimler also stated its goal to broaden plug-in vehicle sales in China. Renault appears to be trying to make an early mark in China. Dongfeng Renault Automobile Co., the Chinese joint venture between Renault and Donfeng, is looking to start testing a self-driving electric vehicle this month. Dongfeng Renault will use a 1.5-mile stretch of road in Beijing's Caidian district for testing purposes. Related Video:
