Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Super Bowl XLIX is in the books, and the New England Patriots emerged victorious. Of course, if you're like us, the big game wasn't so much about the battle between the east coast and west, so much as a fight between the world's automotive advertisers. We collected and collated all of last night's new ads and put them together for you to vote on. And yes, we're limiting this year's contest to last night's new features. That's why you aren't seeing Dodge's epic Wisdom among our collection of commercials, and it's a similar story with Chevrolet's Truck Guy Focus Group series, which highlights the new Colorado. You can still vote for your favorites. We won't be closing the voting on our Super Bowl page, so while the winners and losers are correct as of this writing, it's entirely possible that there could be some changes in the rankings as time goes on. So, without any further ado, here are the winning ads based on your voting. The Japanese brand ran four ads in total – two for Toyota and two for Lexus – and all of them have negative tallies as of this writing. Lexus' Make Some Noise and Lets Play and Toyota's One Bold Choice and My Bold Dad both had very weak showings among the commercials that aired, although they weren't alone. Neither Mazda nor Kia scored particularly well, despite featuring celebrity magic act Penn and Teller and former James Bond, Pierce Brosnan, respectively. Chevrolet was the winner of the losers, as of our writing, recording the fewest downvotes for its audience-punking The Big Game ad. Recharge Wrap-up: Shift to offer Teslas for Hire, Model S P85D beats Ferrari in drag race

A company called Shift plans to provide bikes and EVs for hire. Based in Las Vegas, NV, Shift will provide chauffeured ride services like Uber, but will also include a car- and bike-sharing service that delivers the desired wheels to the customer. Shift's fleet will include EVs like the Smart Fortwo Electric Drive and the Tesla Model S. Shift also promises that you will, "Be on your way within five minutes," which is a pretty tall order. Shift is scheduled to be available to members beginning this fall. Read more at The Car Connection. Nissan UK has confirmed the price of replacement batteries for the Leaf. UK drivers will be able to buy new batteries for 4,920 pounds (or about $7,738). That's considerably more than the price of $5,499 for US customers. Customers get 1,000 pounds back when they exchange their old battery. The original battery is covered under a five-year, 60,000-mile warranty, and most owners will never need to replace it. According to Nissan, only three replacement batteries have been sold out of 30,000 Leafs sold in Europe. Read more at Autocar. The Tesla Model S P85D walloped a Ferrari in an impromptu drag race video. The Ferrari driver pulls up alongside the Tesla and asks, "What you got in there?" before challenging him to a race. The Ferrari gets a head start, but the Tesla pulls out ahead quickly. The video also gets the reactions of some passengers to the car's mighty acceleration. See the video below and read the account of a drag race against a Lamborghini Aventador at Car Throttle. Australian website Drive has chosen their Cars of the Year in various categories. The Tesla Model S was a carryover winner for Luxury Car Over $80,000, but the Mercedes-Benz C200 narrowly overtook it to be crowned the overall winner. Regarding the Model S, one judge says, "This makes every other EV look at least a generation behind." The main thing that held the Tesla back from winning outright was the near-term lack of charging infrastructure. The judges did note Tesla's plans to build a network of Superchargers in Australia, but also pointed out that those plans exclude much of the country so far.
