Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. BMW explains the ideas behind its Vision Next 100 concept car that debuted at the Geneva Motor Show. As BMW celebrates its 100th birthday, it wants to look into the future rather than dwell on its past. This involves the digital and analog worlds working together "to create a seamless experience." Hence the "live geometry," wherein physical parts of the car move to translate digital information to the driver. The video also gets into the future of driving modes, like "Ease," for more autonomous driving, and "Boost," for when the driver wants to take control to enjoy some motoring the good, old-fashioned way. Check out the video above, and read more from Hybrid Cars. Nissan has managed to find a way to boost the range of EV batteries inspired by pouring a glass of beer. The automaker has found that after a full charge, one can wait a few minutes for subsequent "minicharges" to "top off" the battery. The voltage dips slightly, much as the foam does on a pint of beer, allowing the battery to accept some more juice. The result is an extra 0.7 percent of energy, which could mean just enough extra range to reach the next charging station. Read more from Automotive News. Hyundai has delivered its first Tucson Fuel Cell in Ontario, Canada. The lucky recipient is Joseph Cargnelli, Chief Technology Officer of Hydrogenics Corporation, a company based on hydrogen technology. The expansion into Ontario follows Hyundai's trial of six Tucson Fuel Cell vehicles in the Canadian province of British Columbia. Read more at Green Car Congress. Toyota has entered a public-private partnership to test an end-to-end hydrogen supply chain in Japan. The collaboration with the Kanagawa Prefectural Government, the municipal governments of the cities of Yokohama and Kawasaki and three private companies to create renewable hydrogen to power forklifts. It will use wind energy to electrolyze hydrogen, which will then be shipped to a factory, a vegetable and fruit market and two warehouses to be used in the fuel cell-powered vehicles. This supply chain is expected to reduce CO2 emissions by 80 percent compared to traditionally fueled forklifts. Read more from Toyota. Renault board names Ghosn stand-ins, as tensions with Nissan increase

PARIS/TOKYO — French carmaker Renault tapped its chief operating officer and a senior board member to fill in for embattled boss Carlos Ghosn, after an investigation by alliance partner Nissan led to his arrest on suspicion of financial misconduct. Thierry Bollore, Ghosn's operational second-in-command, will become deputy chief executive, while lead independent director Philippe Lagayette assumes the function of interim chairman, Renault said after a board meeting late on Tuesday. But the board refrained from firing Ghosn while awaiting more detail on the allegations — in a decision that could also buy more time for an accelerated, permanent succession process. "Mr. Ghosn, temporarily incapacitated, remains Chairman and Chief Executive Officer," Renault said in a statement. "During this period, the board will meet on a regular basis under the chairmanship of the lead independent director." Ghosn, one of the car industry's best-known leaders, was arrested on Monday after Nissan said he had engaged in years of wrongdoing, including personal use of company money and under-reported earnings. The Japanese company plans to remove him as chairman on Thursday. The French government, Renault's biggest shareholder, had begun to distance itself from Ghosn, calling for new interim leadership before the meeting, as the Japanese investigation expanded to include Renault-Nissan alliance finances. "Carlos Ghosn is no longer in a position where he is capable of leading Renault," Finance Minister Bruno Le Maire said earlier in the day. "Renault has been weakened, which makes it all the more necessary to act quickly." Statements by Le Maire, Renault and its board all echoed French preoccupations over the future of the alliance first articulated by President Emmanuel Macron within hours of Ghosn's arrest on Monday. Following talks between Le Maire and his Japanese counterpart Hiroshige Seko on Tuesday, the ministers reaffirmed their "shared wish to maintain this winning cooperation." But in a sign that Nissan may now seek to loosen its French parent's hold on the partnership, the Japanese company informed Renault it also had evidence of potential wrongdoing at Renault-Nissan BV, the Dutch venture overseeing alliance operations under Renault's ultimate control, three people with knowledge of the matter told Reuters.
