Mercedes, Nissan and VW slammed by China's CCTV

Several automakers in China, including joint ventures with Nissan, Volkswagen and Mercedes-Benz, are in hot water because their dealers are allegedly overcharging customers for repairs. China Central Television, the country's state broadcaster, leveled the claims during its annual Consumer Day expose. CCTV runs these reports each year on March 15 and often takes aim at foreign companies operating within China. This year the focus fell on automakers, according to the Financial Times, and no domestic car companies were targeted. The network also accused dealers of overselling parts, and it took aim at Jaguar Land Rover specifically for problems surrounding transmission repairs, according to Reuters. The yearly stories are often criticized for focusing on outside businesses. "It panders to a certain type of nationalism as it tends to target foreign companies and rarely touches large state groups or monopolies," Qiao Mu, a journalism professor at Beijing Foreign Studies University, said to the Financial Times. Foreign automakers seem to face tighter scrutiny when doing business in China than their domestic counterparts, in general. The government there investigated several luxury brands, including Audi and BMW, last year for how they supplied spare parts and whether the components were overpriced. Some incurred fines, and Lexus decided to lower its prices. Volkswagen also experienced protests when owners felt the company wasn't handling a recall properly. The CCTV report also comes as many auto dealers in China are feeling a pinch due to high mandated sales targets from automakers. The situation was so dire in early 2015 several brands cut back sales targets and in some cases even paid the sellers to offset poor profits. Nissan ZEOD RC completes 24 laps at Le Mans

Well, that's a nice start. Nissan says a test version of its ZEOD RC racecar has completed its first 24 laps at Le Mans in France. And, aside from two "small technical issues," things went swimmingly. The ZEOD (which stands for "zero emissions on demand") RC pairs a 1.5-liter, three-cylinder engine with a couple of electric motors and includes regenerative braking. The Japanese automaker first started testing the vehicle last fall. The first ZEOD prototype was unveiled at Le Mans last summer. Driven by Wolfgang Reip and Tommy Erdos, the test-version ZEOD suffered from a broken fuel pump and faulty exhaust, but still completed "large sections" of the circuit on electric power alone, so Nissan is gonna call the test run a success. The goal, of course, is to complete a single, 8.5-mile lap at Le Mans purely on electric power. Nissan will test the real version of the ZEOD this week in the UK. Satoshi Motoyama and Lucas Ordonez will drive with Reip at the actual Le Mans race. Nissan ZEOD RC on track at Le Mans for the first time SILVERSTONE, UK & LE MANS, FRANCE – The Nissan ZEOD RC completed its first 24 laps of Circuit de la Sarthe with GT Academy winner Wolfgang Reip and two-time Le Mans P2 winner Tommy Erdos at the wheel. While the car was delayed with two small technical issues – a broken fuel pump issue and a broken exhaust – today's test was an important step in the development of the car that aims to complete an entire lap of Le Mans on pure electric power. "Today has been a very important step in the development of the car and what we have achieved is actually quite remarkable," said NISMO's Global Head of Brand, Marketing & Sales, Darren Cox. "We knew we were tackling a huge challenge with the goal of building a car that could complete an entire 8.5 mile lap of Le Mans on nothing but electric power. We have certainly discovered why nobody has tackled it previously. "We completed large sections of the circuit today on EV power and learned a great deal," Cox continued. "Today was about testing the systems and ensuring the transition from electric to internal combustion power was seamless. Testing at other venues is extremely valuable but there is no substitute to running here at Le Mans.

Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. Fiat Chrysler Automobiles (FCA) offered no comment in response to the accusations. Read more from Reuters. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels.
