North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Recharge Wrap-up: Fisker takes apart Finland assembly, Nissan Leaf sales in Europe expected to grow 25%

The Fisker Karma's Uusikaupunki, Finland production lines are being dismantled. The lines, operated by Valmet Automotive in the same plant that assembles the Mercedes-Benz A-Class, have been idle since Fisker's money woes brought them to a halt in 2012. Fisker, which has since been purchased by Wanxiang, and Valmet are still in talks over future collaboration. Read more at YLE. Nissan expects a double-digit percentage growth in Leaf sales in Europe in 2015. Nissan Europe's Jean-Pierre Diernaz puts that number at around 25 percent over 2014's record sales. Part of this is due to much lower prices than earlier model years, thanks to government incentives and lower production costs than earlier model years. EV drivers pay less on average in taxes than gasoline vehicle drivers in every state except Virginia. Some states impose extra taxes and registration fees for EVs to make up for lost revenue from fuel taxes, but EV drivers still come out ahead, even when compared to high-mileage cars like the Toyota Prius. Even in Wisconsin - which might follow Colorado, Nebraska, North Carolina, Virginia and Washington in added EV fees - those who drive electric should fare better. Virginia, however, charges EV drivers an extra $114 annually across two added fees, while gas drivers would only get dinged about $35.10 in gas taxes in a 50-mpg car. Read more at Green Car Reports. Two hydrogen-powered electric bus prototypes will be deployed on a trial basis Hamburg, Germany. The Solaris articulated electric buses use fuel cell range extenders from Ballard. The buses were unveiled on December 18, and will go into operation in January 2015. The German government is funding the trial, and Hamburg aims to cease the purchase of diesel buses by 2020. The new-generation fuel cell system in the two Hamburg buses improve upon Ballard's previous design by using fewer parts and exhibiting less parasitic power loss from the integrated air compressor and coolant pump. Thanks to a year of free charges, Nissan Leaf sees sales increase in Texas

Nissan is pretty certain that free charging offers in the two largest metropolitan areas in Texas are substantially boosting sales of the Leaf electric vehicle. Heck, one Houston car dealer says Leaf sales have tripled because of the plan, which is run by NRG through its batch of eVgo Freedom Stations. Each of these stations has a fast-charging outlet and a standard Level 2 cord where EV drivers can plug-in without breaking out the wallet. Here's how the plan works: NRG is offering a year of free charging for those who buy or lease a Leaf in either the Houston or Dallas-Fort Worth areas. NRG has 17 stations in Houston and another 23 in DFW. Nissan pays NRG a fee for employing the program, and it's apparently paying off, Nissan's Brendan Jones told Plug In Cars. The stations are located at retailers such as Walgreens and at gas-station chains. The "No Charge to Charge" program started October 1 and runs through the end of this month. The promotion may be driving sales, but let's remember that Nissan was touting a rise in Leaf sales numbers before the free charging deal went into effect. Of course, the fun does eventually end, and folks have to start paying for the juice after that first year. Two options NRG offers are a 12-month unlimited charging plan for $39.95 a month or a year of unlimited one-hour sessions at a Level 2 a cool $59.95. Californians, there's sadly no word on Nissan or NRG bringing a similar program to the Golden State. Because we know you were wondering that.
