Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Nissan wants French State out of its alliance with Renault

While it's called the Renault-Nissan Alliance, the French side actually throws around a lot of weight in the relationship, and the government there is the largest shareholder. Meanwhile, the Japanese company generates about two-thirds of the sales. As leader of both automakers, Carlos Ghosn is reportedly now working to put more control into the Nissan side, according to insiders speaking to Reuters. The French State is expected to fight hard against losing sway. The government in France prompted Ghosn's distrust after buying up 19.7 percent of Renault's stock, from a previous 15 percent. Officials snubbed the CEO by giving him just a few hours notice, according to Reuters. Now, the boss is looking for ways to mitigate state control, but to make this plan happen Ghosn needs formal approval from the Renault board. If successful, the proposed plan would overhaul the close partnership between the automakers. Whereas the French side currently has the final say in decisions, this move would grant both of them equal power. In addition, Nissan would become the largest owner of Renault, but the French wouldn't have the same control over its Japanese ally. The French government isn't ready to just hand over power to Ghosn, though, because it reportedly wants to protect jobs in the country. The Alliance "must not be destabilized by governance changes or adjustments that could also lead to conflicts of interest," Economy Minister Emmanuel Macron said to Reuters. Recharge Wrap-up: Formula E's other events, continued record EV sales

Formula E wants fans to know that it is more than just a race. During each ePrix weekend, the electric race series hosts a variety of events. For each race, Formula E sets up an eVillage where fans can meet drivers and get autographs, learn about electric vehicles, spectate Formula E's School Series races, enjoy live music and dance performances, play games, eat food and take part in numerous other activities that don't make their way into the television broadcast. Or course, though, the race is always the main event. See more in the video above. Electric vehicles enjoyed a fourth straight month of record sales in February. Despite low oil prices, customers bought an estimated 7,881 EVs last month, up 13 percent from a year before. 52 percent of those sales were battery electric vehicles, while the rest were plug-in hybrids. BMW i3 sales dropped 77 percent over a year ago, selling 248 cars. The Tesla Model S and Chevrolet Volt sold the most, while the Ford Fusion Energi outsold the Nissan Leaf for the first time. The Audi A3 E-Tron sold 248 units (same as the BMW i3) despite low inventory. Read more at Inside EVs. Renault more than doubled its EV sales in January compared to a year before. Sales were up 104 percent, at 1,886 units (1,977 if you include the Twizy). This January marked higher EV sales for Renault than the three previous years. The biggest selling Renault EV, which also happened to be Europe's best selling EV, was the Renault Zoe, up 105 percent at 1,416 units sold. Read more at Inside EVs. Nissan's "No Charge to Charge" promotion has expanded to Orlando, Florida. This is the 27th market in the US to offer free charging to Nissan Leaf customers. Buyers and lessees get two years of free charging with an EZ-Charge card, which works with AeroVironment, Blink, ChargePoint, Greenlots and NRG eVgo charging networks. "Significantly lower operating costs and a fun-to-drive nature make owning the all-electric Leaf a cost-effective and convenient choice for Orlando residents," says Nissan EV Sales & Marketing Director Andrew Speaker.
