Norway about to run out of EV incentives; plan to be reviewed

As electric vehicle advocates in Norway may ready to celebrate, executives over at Tesla Motors and Nissan may be preparing for a healthy bawl. That's because Norway, whose financial support of plug-in vehicle use have pushed the country to the forefront of plug-in vehicle adoption, is about to reach its government-imposed threshold for electric vehicle and plug-in vehicle incentives, Hybrid Cars says. Two years early, in fact. Norway's perks for EVs and PHEVs include free access to bus lanes, highway tolls, ferries and parking, not to mention a big tax rebate. As a result, the country is less than 250 units away from hitting its 50,000-vehicle limit for those perks, which were initially estimated to expire in 2017. In fact, last month, more than 25 percent of the four new cars sold in Norway were plug-in vehicles. The government is now saying it will review the incentives and put forward a new plan in the next budget, which is due in May. Late last year, Nissan put out a video saying that electric vehicles had about a 15-percent new-vehicle market share in Norway, and that the Japanese automaker had sold more than 15,000 all-electric Leaf vehicles in the country since starting sales there in 2011. Last spring, The Wall Street Journal reported that the Tesla Model S broke Norway's all-time monthly sales record for a single model in March 2014, with almost 1,500 Model S vehicles sold. This is for a country whose population is less than that of Colorado. Whether those days will soon be gone remains in question. Advocates will push for some sort of extension on the perks, but opponents in government say the incentives have cost the country as much as $500 million a year in tax revenue. Nissan itself will be indicted alongside Ghosn, report says

Prosecutors in Tokyo are expected to file charges against Nissan itself alongside an expected indictment against former Chairman Carlos Ghosn as part of the ongoing financial misconduct case. That's according to a report from Japan's Nikkei business daily, which does not identify its sources. Charges are also likely against Greg Kelly, a member of Nissan's board of directors who was taken into custody with Ghosn Nov. 19 after Japanese authorities questioned the former chairman aboard a corporate jet at the Tokyo Haneda airport. Monday is the deadline when prosecutors must either indict the two executives, release them or arrest them on new allegations. Both men are accused of under-reporting salaries in five annual reports that stretch through the fiscal year that ended in March 2015. The Nikkei says they'll also be arrested on new allegations of misstating financial information for the subsequent three business years. Nissan would be charged for not preventing the alleged crime. Both men have reportedly denied the allegations. In response to the Nikkei report, a spokesman for Nissan told Automotive News the company had "identified serious misconduct related to the reporting of Mr. Ghosn's compensation" and was cooperating with investors. The turmoil over Ghosn prompted the automaker to scrap plans to unveil a long-awaited longer-range Leaf electric car at the L.A. Auto Show last week. Ghosn is accused of conspiring to understate his income by about half the 10 billion yen (about $88 million) over the period. Reports say the issue relates to deferred compensation that Nissan CEO Hiroto Saikawa reportedly signed off on but may not have understood. The company didn't report the deferred compensation in Japanese securities filings as it is required, since the money is considered a future liability against the company. Automotive News cites an unnamed source who says Nissan has identified some $80 million in unreported deferred compensation promised to Ghosn. Nissan's board voted Nov. 22 to oust him as chairman, and Mitsubishi followed suit days later. Ghosn remains the CEO and chairman of Renault, however. Under Ghosn's guidance, Nissan and Renault joined forces in 1999 when Nissan was teetering toward bankruptcy. Mitsubishi joined on in 2016, with all three members able to jointly develop products and control costs. He had reportedly been pushing for deeper ties, including a possible merger between Nissan and Renault at the urging of the French government.

Despite 2012 being the best year of auto sales this country has seen since 2007, not every vehicle got an equally large share of the sales pie. Some barely got a sliver, as evidenced by this year's list of the top 10 worst-selling vehicles of 2012. We've dug through sales data from every automaker to come up with this year's list and, like last year, we've set some parameters to ensure it includes legitimately bad-selling vehicles. The first parameter is a starting MSRP under $100,000, which automatically excludes what's parked in most one-percenters' garages. We're also excluding vehicles cancelled in 2012, even if they garnered sales through the end of the year while dealerships sold off remaining inventory. This includes models like the Mitsubishi Eclipse, Mercedes-Benz R-Class and last year's worst-seller, the Acura RL. Next, vehicles are considered as they are reported by the automaker, which means that, while sales of the Murano CrossCabriolet were probably low enough to make the list, because Nissan reports only one number for all Murano sales, it was excluded. Cadillac, however, reports sales of the Escalade EXT separately from the Escalade, hence its repeat appearance. Finally, there was the question of whether or not eligibility should be given to Suzuki vehicles, as the brand announced in November that it would end sales in the US as soon as its current inventory ran out. We decided Suzuki vehicles should be included as the brand was offering 2013 models at the time of the announcement, and as far as we can tell, inventory levels remained high enough to satisfy demand through the end of the year.
