North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Bug-eyed next-gen Nissan Titan spied testing

It's no secret that the fullsize pickup truck market is dominated by offerings from Detroit's Big Three automakers, the Nissan Titan and Toyota Tundra not able to outdo the Ford F-150, Ram 1500 or Chevy Silverado/GMC Sierra twins. A great deal of that has to do with the fact that, while the American trucks have all undergone evolutionary updates that include a range of body styles, fuel-efficient engines and excellent technology, the Japanese offerings are, well, really old. Toyota is offering an updated Tundra for the 2014 model year, and while we haven't driven it yet, we're already betting that it's still behind the pack in terms of competitiveness - the 2013 model placed fifth out of sixth in a recent PickupTrucks.com comparison test.
At the bottom of the pack lies the Nissan Titan, a truck that hasn't received any sort of substantial update since its introduction nearly ten years ago. But that's going to change - a new truck is slated to debut for the 2015 model year, and these spy shots of a Titan mule clearly show that things are moving forward.
While this tester relies heavily on the current truck's bodywork for testing purposes, the new Titan will have a revised design, some of which is evidenced by the bug-eyed front fascia of this mule. No, the production model isn't going to look all weird (we hope), but the higher, more outboard headlight placement suggests that the new truck will be a bit wider than the current model.

Nissan recalling 2012-14 Frontier pickups over fire risk

Nissan is recalling its Frontier pickup over fire concerns, according to a National Highway Traffic Safety Administration bulletin. A total of 13,535 vehicles are being recalled, all from the 2012 to 2014 model years, built between November 28, 2012 and December 27, 2013.
The NHTSA report states that "in the affected vehicles, a circuit breaker may have been installed incorrectly causing the main wire harness connected to the circuit breaker to face outward, potentially contacting a metal bolt located on the A-pillar." If this happens, it's possible that "the bolt may wear though the wire harness covering, resulting in an electrical short," NHTSA states. In the event of an electric short, a fire may occur.
The official recall will begin in March, where Nissan dealers will inspect the circuit breaker for the correct orientation, and if necessary, repair the vehicles, free of charge. Scroll down for the full NHTSA bulletin.
