North Carolina now charging $100-per-year EV road-use fee

Tobacco Road just got a little more expensive for drivers of electric vehicles such as the Nissan Leaf and Tesla Model S. This year, North Carolina started instituting an annual $100 road-use fee for electric-vehicle drivers in order to close at least a little of the budgetary shortfall for road maintenance in the Tar Heel State, the News Observer reports. North Carolina legislators failed to green-light a hybrid-vehicle fee of $50 a year, which may have made a little more of a dent in the state's road funding. As it is, about 1,600 EVs are registered in North Carolina, meaning that the state will collect about $160,000 in such fees this year. And while some in the state are concerned that the fee could hurt EV adoption, others say it's fair because of the $7,500 in federal tax credits EV buyers get. Oh, and the fact that EV drivers don't pay gasoline taxes. Either way, the fees are a proverbial drop in the bucket, as North Carolina's transportation shortfall is estimated to average about $2 billion a year during the next three decades or so. Other states are starting to charge EV drivers a road-use fee as well. Last February, Washington State began instituting its own electric-vehicle fee of $100 per annum, and a number of other states are considering similar policies. Nissan Leaf sales get January jump as Chevy Volt trends downward

The cold January sales dip hit both the Nissan Leaf and the Chevy Volt last month, but when compared 2014 to 2013's first-month-of-the-year sales totals, one of the two early plug-in vehicles obviously came out on top. The top Leaf market also shifted away from Atlanta for the first time in months. Last year, the Leaf sold just 650 units in January, but it managed to move 1,252 last month, a 92.6-percent increase over 2013 but a big drop from the 2,529 sold in December 2013. Paige Presley over at Nissan told AutoblogGreen that the Leaf has now broken sales records for 11 months straight and that, "we see unique seasonality with some December pull-ahead demand based on federal and state tax incentives." The number one Leaf market also shifted away from Atlanta for the first time in months, moving back to San Francisco. That change could be short-lived. "We had some inventory constraint issues early in the month in Atlanta with end-of-year demand depleting stock," Presley said. "By the time we resolved that, the weather hampered sales." There was not as much good news on the Chevrolet front. Last month, the Volt sold 918 units, down from 1,140 in January 2013 and 2,392 in December 2013. It also marks the first time the Volt has sold in the three-digit range since January 2012, when it sold 603 copies. That string of solid months means that the plug-in hybrid has a roughly 12,000-unit lead over the EV since the two cars brought plug-in vehicles back to the mass market all the way back in December 2010. Nissan Leaf sales up again in February, Chevy Volt dips deeper

Nissan managed to buck the industry's overall trend of lower sales in February with double-digit growth throughout its lineup. That includes a 12th month of record sales for the Nissan Leaf electric vehicle, with the year-over-year numbers up more than a skosh. The February ledger for the Chevy Volt looked much worse, falling 25.6 percent from February 2013 down to 1,210 units. With 1,425 Leafs sold, Nissan came away the winner in a head-to-head competition between these the two early plug-in vehicles for the fourth month in a row. Nissan expects the Leaf's sales momentum continue in March. February Leaf sales were up 118.2 percent, making 2014 the car's best February ever. The car was most popular in San Francisco, CA and Atlanta, GA, two places where the the brutal winter cold that struck most of the country had a limited effect. Nissan said that other markets with notable Leaf sales growth were Honolulu, HI, Dallas/Ft. Worth, TX and Denver, CO. Toby Perry, Nissan's director of EV sales and marketing, said in a statement that Nissan, "amped up advertising in the latter half of February, which already has resulted in an uptick in sales and a significant increase in shopping traffic. We expect to see that momentum continue in March." The Volt retains an overall sales lead against the Leaf, but Chevy's calendar year-to-date sales numbers are down 23.1 percent so far in 2014. Overall, Chevy's sales calendar YTD numbers were down just 7.7 percent, so the Volt is performing below average.
