Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. Fiat Chrysler Automobiles (FCA) offered no comment in response to the accusations. Read more from Reuters. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Dacia Duster to spawn inexpensive Nissan Terrano, will we get it?

When going to overseas auto shows, one can't help but spend an inordinate amount of time eyeballing forbidden automotive fruit. It's often of the seriously rare, criminally powerful and six- or seven-digit variety. But more often than one might think, the genuinely affordable overseas hero makes us swoon, too. So it is with the Dacia/Renault Duster, the cheap-as-chips, hard-wearing utility vehicle. We've often thought that its basic, rugged charms would play well in the US if saddled with a low enough price tag, but we've never seen much of a window for that to actually come true.
But now, Autocar India is reporting that Nissan will flex its alliance with Renault to spin off a Duster of its own, one that exhumes the Terrano nameplate, a moniker once used for overseas versions of the first- and second-generation Pathfinder. The new model will feature unique sheetmetal to give it a familial look, but the interior will be the same, and we expect the same goes for the powertrain, meaning there will be a range of gasoline and diesel four-cylinder engines with both manual and automatic gearboxes and front- or all-wheel drive.
So, does that mean we'll get a Nissan version of the Duster-based Terrano to call our own? Sadly, almost certainly not. Company spokesman Dan Bedore tells Autoblog flatly, "There are no plans to bring this model to the US." Bummer. Even if it isn't ultimately as capable as the larger, long-in-the-tooth Xterra (it's more on par with the now departed Canadian-market X-Trail), we think the Duster's archetypal SUV looks and low cost barrier would win it plenty of fans in our market. Our guess is that redesigning the model to meet US regulations (crash, emissions, lighting, etc.) would be prohibitively expensive, and the Dacia/Renault model is built in some pretty distant facilities - Brazil, India, Romania and Russia among them - making the business case harder still.

Recharge Wrap-up: Elon Musk talks autonomous cars, Renault to run ZOE in ZENN Monte-Carlo Rally

Elon Musk discussed the autonomous driving capabilities of the Tesla Model S with NVIDIA CEO Jen-Hsun Huang. He said the car is already equipped with the hardware needed for highway driving. "Even with the current sensor suite, we could make the car go fully autonomous, but not a level of reliability that would be safe in, say, a complex urban environment at 30 miles an hour," says Musk. That would require "a bigger sensor suite, and you need more computing power." Renault will send four of its ZOE electric cars to the ZENN (Zero Emission, No Noise) Monte-Carlo Rally. The rally, which travels through the principality beginning and ending at the Port of Monaco, is open to electric cars with ranges of less than 250 kilometers (about 155 miles). Visitors can also explore an "electric village," which includes vehicle test drives and information about the future of automobiles. The race takes place from March 20 through 22. Read more in the press release from Renault below. A Seattle-area Nissan dealership has opened a "charging depot" with six fast chargers. Bellevue Nissan now claims to have a larger group of fast chargers than any other dealership in the country. The chargers are part of the NRG eVgo network, and will be available to drivers around the clock every day of the week. They'll also be part of Nissan's "No Charge To Charge" program for Leaf customers. Washington Governor Jay Inslee was on hand at the dealership for the opening, where he called such fast charging stations, "the backbone of our future transportation infrastructure." Read more at Hybrid Cars. A coalition of environmental groups and renewable energy advocates want New York to require all heating oil sold in the state to include at least two percent biodiesel. The proposal passed the Assembly's Committee on Environmental Conservation Tuesday. Its sponsor is Assemblyman Steven Englebright, a Long Island Democrat who says a biodiesel standard would reduce carbon emissions while boosting the state's agricultural industry. Supporters of a biodiesel standard include the New York League of Conservation Voters, the New York Public Interest Research Group and the state's Corn and Soybean Growers Association. Conventional oil companies are opposed.
