Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. 2021 L.A. Auto Show roundup | All the reveals, reviews, pictures

The L.A. Auto Show took place this week for the first time since the onset of the pandemic. It was a show packed with news and reveals, which hasn't really been the case with other shows we've seen this year, and Autoblog was on the floor covering every minute of it. Well, Riswick and Stocksdale were, anyway. The rest of us were sitting at home in our sweatpants, but hey, we'll take credit anyway. Let's get to it. Hyundai Seven Concept This is the Hyundai Seven Concept, and it’s meant to act as a preview for an incoming electric SUV for the Ioniq brand. It leans more toward the concept side of the spectrum than a production car, but expect the final SUV to take design cues from the Seven Concept. Kia Concept EV9 The Hyundai Seven counterpart isn't the only big, bold electric SUV at L.A. this year. Kia has its own take, and it's a modernized version of the traditional boxy utility vehicle called the Concept EV9. It also previews one of the next production electric cars for the brand, which should look right at home next to things like the Telluride. 2023 Kia Sportage HEV As promised, the 2023 Kia Sportage HEV has been revealed. The hybrid powertrain makes the compact SUV the most powerful version available, and it goes on sale next year. The engine is a turbocharged 1.6-liter four-cylinder paired with a 44-kW electric motor. Total output is 226 horsepower. The company didn't give a torque number, but it should basically be the same as the Sorento HEV that has the same basic powertrain: 258 pound-feet. Those numbers are a healthy step up from the 187 horsepower of the base 2.5-liter engine. 2022 Range Rover If you noticed how extra smooth and suave the new Range Rover looked during its recent reveal, Autoblog's James Riswick got a design tour that revealed some of the technological secrets to its success. "Less is more" is harder to achieve than it looks. Fisker Ocean Fisker has brought the new Ocean EV to the L.A. Auto Show, with a public preview at Manhattan Beach and a presence at the show itself. You can watch the public show reveal above, and see more shots from the show floor below. Fisker says the Ocean will start at $37,499 before incentives. That entry model would be the Sport trim with a single, 275-horsepower motor driving the front wheels and 250 miles of estimated range. 2014 Nissan Frontier Diesel Mule [w/poll]

Last August, Nissan shook the truck world when it officially announced plans to source a diesel option from Cummins for its long-overdue Titan replacement, its full-size pickup that's slated to drop this January at the Detroit Auto Show. The 5.0-liter V8 turbodiesel is expected to make somewhere around 300 horsepower and north of 500 pound-feet of torque. This combination of an all-new truck with this new powerplant promises to dramatically change the competitive landscape, splitting the difference between the heavy-duty goliaths from the Detroit Three and the Ram 1500 Ecodiesel. And the intrigue moved a step further when the Frontier Diesel Runner Concept showed up at February's Chicago Auto Show, as it displayed a growing relationship between Nissan and Cummins in a very interesting potential future product.
That concept would melt its clear acrylic hood if the engine ran too long, but this month, we got a chance to test drive a production mule, an otherwise normal Frontier with a Cummins 2.8-liter diesel four-pot under the hood and a ZF eight-speed automatic changing gears. The powertrain figures to be a direct competitor to the 2.8-liter Duramax promised for General Motors' Chevrolet Colorado and GMC Canyon twins, but will Nissan build it? All signs point to probably. Officially, Nissan is taking no position on the future of this program, but a concept followed by putting journalists into a test mule suggests the company is considering the option very seriously. Here's what we gleaned from a brief drive around the posh suburbs of Nashville:
Before we get too deep into this Quick Spin, realize this Frontier is absolutely a mule, not a prototype. More or less cobbled together with duct tape and baling wire, it's not meant to be representative of a finished product, or even a started product. The transmission and shifter is straight out of a Chrysler 300 and the shifter surround is cut out of a panel of plastic. The "Low Sulfur Diesel Only" sticker is, well, just stuck on. We're looking at a "What if?" mockup.
