Renault board names Ghosn stand-ins, as tensions with Nissan increase

PARIS/TOKYO — French carmaker Renault tapped its chief operating officer and a senior board member to fill in for embattled boss Carlos Ghosn, after an investigation by alliance partner Nissan led to his arrest on suspicion of financial misconduct. Thierry Bollore, Ghosn's operational second-in-command, will become deputy chief executive, while lead independent director Philippe Lagayette assumes the function of interim chairman, Renault said after a board meeting late on Tuesday. But the board refrained from firing Ghosn while awaiting more detail on the allegations — in a decision that could also buy more time for an accelerated, permanent succession process. "Mr. Ghosn, temporarily incapacitated, remains Chairman and Chief Executive Officer," Renault said in a statement. "During this period, the board will meet on a regular basis under the chairmanship of the lead independent director." Ghosn, one of the car industry's best-known leaders, was arrested on Monday after Nissan said he had engaged in years of wrongdoing, including personal use of company money and under-reported earnings. The Japanese company plans to remove him as chairman on Thursday. The French government, Renault's biggest shareholder, had begun to distance itself from Ghosn, calling for new interim leadership before the meeting, as the Japanese investigation expanded to include Renault-Nissan alliance finances. "Carlos Ghosn is no longer in a position where he is capable of leading Renault," Finance Minister Bruno Le Maire said earlier in the day. "Renault has been weakened, which makes it all the more necessary to act quickly." Statements by Le Maire, Renault and its board all echoed French preoccupations over the future of the alliance first articulated by President Emmanuel Macron within hours of Ghosn's arrest on Monday. Following talks between Le Maire and his Japanese counterpart Hiroshige Seko on Tuesday, the ministers reaffirmed their "shared wish to maintain this winning cooperation." But in a sign that Nissan may now seek to loosen its French parent's hold on the partnership, the Japanese company informed Renault it also had evidence of potential wrongdoing at Renault-Nissan BV, the Dutch venture overseeing alliance operations under Renault's ultimate control, three people with knowledge of the matter told Reuters.

Europe on track to buy more PHEVs than hybrids by 2019

LMC Automotive, formerly the forecasting division of J.D. Power & Associates, predicts that plug-in hybrids will sell better than conventional hybrids by 2019. By 2021, it envisions PHEV sales at 600,000 units yearly compared to 325,000 standard hybrid sales, and by 2024 PHEV sales are expected to account for 1.2 million sales every year. Part of LMC's prediction is based on a few factors, such as that it believes "electric-only operation will come to be seen as a true luxury characteristic and will be prized sufficiently to command significant premiums." Certain PHEVs are helped in countries like the UK and The Netherlands by generous incentives or other perks, like avoiding inner London's congestion charge, that allow them to address their price differences compared to standard offerings. And the number of PHEVs on the market will soon eclipse regular hybrids, coming from makers across the spectrum. Volvo has twice recently, and only belatedly, learned of the popularity of PHEVs: in 2013 it had to triple production of the V60 PHEV, and just this month it said demand for its XC90 PHEV is four times expectations. The Porsche Panamera E-Hybrid is outselling the traditional hybrid Panamera by more than seven-to-one. And then there's Mitsubishi Outlander PHEV, Europe's best-selling PHEV with 19,855 units, a volume more than three times larger than the second-best seller. Although LMC sees hybrid growth slowing, they're still doing well. Toyota and Lexus build the top-five selling traditional hybrids in Europe, combining for 72 percent of European sales, with the new Auris and Yaris hybrids alone selling 123,506 units in 2014. For LMC's forecast to come true, Europe will need a spectacular change in buying habits, since the top ten conventional hybrids tallied 175,847 sales in 2014, and the top ten PHEVs rang up 36,138 sales. Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels.
