Recharge Wrap-up: Fiat 500X emissions, Japan EV sales down

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Japanese government chides Mitsubishi over recall delays

An official with the transport ministry in Japan has some stern words for Mitsubishi, taking the carmaker to task for not being more proactive and honest about its recalls. An investigation into The Tri-Star last December found Mitsubishi was tardy investigating problems and didn't explain itself forthrightly to the transport ministry about the issues. None of Mitsubishi's actions were illegal, and we should stress that this is a dialogue with Mitsubishi in Japan, not Mitsubishi Motors North America.
The official advised the automaker to, "Come up with plans for improvement, implement them and report them to the ministry." It looks like the company will get more practice than it wants in that department, having to announce another recall for the Outlander PHEV over software and hardware glitches. Those recalls come just after Mitsu finally figured out the problem with overheating lithium-ion batteries that caused a production halt of the plug-in hybrid SUV.

Japan's dekotora truck culture allows big rig drivers to express themselves by decking out their vehicles with a plethora of blinking lights and shining chrome. While we occasionally catch glimpses of this automotive lifestyle in the US, this short documentary called Dekotora, Another Roadside Attraction takes viewers inside the dekotora truck scene with someone who actually drives one everyday. Takuya Sosogi carries fresh vegetables between markets and claims he has covered the over 2 million kilometers (1.2 million miles) in his dekotora. He also has spent around 5 million yen ($46,200 at current rates) to make his Mitsubishi Fuso light up the night. At this point the truck has become among the most important parts of his life. Sosogi believes that taking good care of his rig is akin to looking after himself. Despite the blinking lights and polished metal, Sosogi's truck is almost subdued by dekotora standards. Some of the rigs feature lighting rigs that rise high into the sky and sport crazy body modifications.
