It was a dreary, gray, barely sufferable winter morning in Ann Arbor, MI. Temperatures hovering just over 30 degrees allowed for snow or rain or some combination thereof at a moment's notice, and the thickly clouded sky hinted at dark secrets while promising nothing. I've never been a rally driver but I couldn't help but feel that this murky, imprecise day was good winter rally weather. I'll admit: I don't usually wake up and look out the window to judge which kind of racing would be best just then, but the Mitsubishi Lancer Evolution X GSR delivered to my house the day before was coloring the mood of the hour; most of my thoughts ran to where I was going to drive it, when, and how fast.

The Fiat 500X exceeds EU emissions limits, according to environmental lobby group DUH. In dyno tests, DUH found NOx emissions in the diesel-powered 500X to be 11 to 20 times the limit with a warm engine, but closer to the limit with a cold engine. Testing of vehicles from Fiat and other automakers "point towards defeat devices," says DUH campaigner Axel Friedrich. A UK study finds that about 20 percent of the benefits from fuel efficient vehicles are negated by a tendency for people to drive them more. The study, which covers the years 1970 to 2011, finds a significant "rebound effect," when consumers use more of a cheaper energy source. It suggests these drivers drive more not because of the fuel efficiency, but because of the lower operating costs. "Until now, we didn't know the size of this effect for British motoring," says Dr. Lee Stapleton, Research Fellow for the University of Sussex Centre on Innovation and Energy Demand. "We found evidence of a significant, long-term rebound and expect our results to be of interest for public policy." Read more at Green Car Congress. Japanese EV sales have declined for the first time ever. Sales of electric vehicles slid 22 percent in 2015, leaving them at the same levels as 2012. Low gasoline prices are to blame, as well as the late arrival of the updated Nissan Leaf, which caused potential customers to hold off on their purchase. This allowed the Mitsubishi Outlander PHEV to take the lead as Japan's best selling EV. The Toyota Prius Plug-In came in third place in EV sales, with the BMW i3 close on its heels. Mitsubishi shows off MiEV Evolution III for Pikes Peak

In May 2012, Mistubishi unveiled a completely unexpected version of the i-MiEV electric jellybean to challenge the climb up Pikes Peak, the MiEV Evolution. In 2013, the company unleashed the MiEV Evolution II. For 2014, well, you can probably guess. Say hello to the MiEV Evolution III. The latest, ahem, evolution of these cars features redesigned chassis and bodywork as well as a 50 kW boost to the electric motors, up to 450 kW, which translates to a 67 horsepower increase up to 603 hp. Two of these bad boys will tackle the 2014 Pikes Peak International Hill Climb (PPIHC) later this month in the Electric Modified Division at the hands of drivers Greg Tracy and Hiroshi Masuoka. The race starts at 9,390 feet and ends at 14,110 feet above sea level and takes place June 29. Mitsubishi hasn't yet managed to win the EV category in. The first Evolution crashed during practice and last year Masuoka came in second in the EV division while Tracy came in third. The 2013 winner was Nobuhiro "Monster" Tajima in the Monster Sport E-Runner. Will the third time be the charm?
