NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." British automakers take costly precautions as Brexit 'no deal' fears grow

LONDON — Carmakers in Britain have triggered some Brexit contingency plans, such as certifying models in the EU, and are working on redrawing production schedules and stockpiling more parts to defend against any loss of unfettered trade after Brexit. The moves are aimed at ensuring plants, which rely on the just-in-time delivery of tens of thousands of components, can keep operating after Brexit on March 29, but will add costs and bureaucracy which could risk their long-term viability. London and Brussels hope to agree a deal by the end of the year to avoid tariffs and trade barriers, but Prime Minister Theresa May's proposals have been criticized by both Brexiteers, who want a cleaner break from the bloc, and the European Union. McLaren Automotive is looking at having its cars certified by both a British and an EU agency to smooth sales. It is also planning to stockpile critical components and change shipments into the EU around Brexit if there is disruption. "I will sell a little more in January and February and plan to pick the volume up in May and give us a leaner period through the change point," Chief Executive Mike Flewitt told Reuters. BMW, which said last week it would move the annual summer-time shutdown of its British Mini plant next year to April, is looking for lorry parking areas and warehousing on both sides of the channel and is seeking to sign contracts to lease certain locations, a spokesman said. It is also investing in IT systems to handle any new red tape as carmakers estimate tens of thousands of new documents could be needed if tariffs and customs are imposed. The German carmaker's Brexit plans are costing millions of pounds, a source familiar with the matter told Reuters. But Honda, which builds 10 percent of Britain's 1.67 million cars at its Swindon plant in southern England, is not in the market to buy "huge amounts of warehousing space," its Europe boss Ian Howells told Reuters. "It's been a very precise calculation or estimation of what components need to be brought in," he said, adding the firm could also alter its output to sell more into the EU at the start of next year. Waste of money? Many British carmakers have also asked suppliers to look into how they would handle delays at ports, executives told Reuters, as thousands of parts, engines and finished models move between Britain and the continent every day.

BMW 2 Series gets 3-cylinder Mini engine

BMW just keeps lopping off cylinders from its engines and sliding the ever-more-diminutive mills into its models. This spring, Europeans will get some of the automaker's smallest yet thanks to a new entry-level 2 Series that will share a powerplant with the Mini Cooper. The Bavarian company will also introduce a few other tweaks to the compact coupe across the pond. The 218i is the new 2 Series base model, and it shares its 1.5-liter turbocharged three-cylinder with the latest family of Minis. The engine makes the same 134 horsepower and 162 pound-feet of torque, but BMW does have some tiny changes for it. First, the orientation is swapped to fit lengthwise under the hood and drive the rear wheels. Just as importantly, buyers can order it with an eight-speed automatic, rather than the six-speed in the Minis. BMW claims that the little engine gives the 218i a 50:50 weight distribution, and it takes around 8.8 seconds to reach 62 miles per hour with the standard six-speed manual – tack on another tenth for the automatic. Either way, top speed is still a perfectly respectable 132 mph. Those acceleration numbers, incidentally, are over a second slower than what the latest Cooper is quoted at. Beyond this new base model, BMW will bring a few other additions to the 2 Series for Europe. The 220d oil burner will be available with xDrive all-wheel drive, and the company will introduce several new equipment bundles called Advantage, Luxury Line, Sport Line and M Sport. Each will bundle various options and trims together to appeal to buyers. No word yet on whether the 218i will eventually make it to North America, but we aren't holding our breath.
